MINUTES COMMITTEE OF THE WHOLE MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Seal called the Tukwila City Council meeting to order at 7:03 p.m. Ms. Seal introduced members of Tukwila Girl Scout Troop #50470, who led the audience in the Pledge of Allegiance. OFFICIALS Present were Verna Seal, Council President, Councilmembers Joe Duffie, Dennis Robertson, Kathy Hougardy, De'Sean Quinn, Kate Kruller. Councilmember Ekberg was not present. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Bruce Linton, Assistant Police Chief; Bob Giberson, Public Works Director; Peggy McCarthy, Interim Finance Director; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk. SPECIAL PRESENTATION A proclamation recognizing March 12, 2012 as the 100 anniversary of the Girl Scouts of America. Mayor Haggerton welcomed the Tukwila Girl Scouts to the City Council meeting and asked Jacqueline Griffin, Katrina Heckt and Catherine Hopp to the podium. Mayor Haggerton explained March 12, 2012 marks the 100 anniversary of the Girl Scouts of America, and he read a proclamation from the Mayor's Office declaring 2012 to be "the Year of the Girl." Mayor Haggerton presented the proclamation to the Girl Scout Troop members. Jacque Griffin thanked the City Council, Mayor and staff for the recognition of the Girl Scouts' 100 anniversary. She explained the mission of the Girl Scouts is to create girls of courage, confidence and character who make the world a better place. The Girl Scouts of Western Washington serves 26,000 girls aided by 13,000 volunteers. Troop 50470 has committed to being "green" by finding ways to reduce their carbon footprint. Ms. Griffin stated that for the past 11 years, the Tukwila Girl Scout Service Unit has been volunteering within the community and the City by planting trees and shrubs and removing trash from local parks. Council President Seal acknowledged and introduced the following troop members: Troop No. I Troop Leaders: Troop Members: 41107 Laura Hopp and Catherine Hopp, Kyli Matautia, Edan Matautia, Sarah Lorenzen Sophia Curfman, Ella Garris, Gwendolyn Shaffer, Nia Catlett, Zoie Gookstetter, Elena Yallup, Anna Tate, Madelynn Duncan, and Sienna Neff 41601 Jeanne Schroeder Alicia, Shantel, Cheyenne, Dawn, and April 50470 Verna Seal Jacque Griffin and Katrina Heckt 50704 Becky Heckt and Mikayla Heckt, Jessy Watts Weaver and Keir Hubbard Alma Weaver Tukwila City Council Committee of the Whole Minutes March 12, 2012 Page 2 of 4 CITIZEN COMMENTS Vanessa Zaputil, 15171 52" d Avenue South, #5, expressed her continued support for a preschool program within the City. She conveyed the importance of having a preschool program, and she urged the Council to find a solution that would allow the City's preschool program to resume at the Tukwila Community Center. SPECIAL ISSUES a. An amendment for the National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Capacity Grant. Councilmember Kruller indicated this item was discussed at the Utilities Committee meeting on February 28, 2012. The committee members were unanimous in recommending approval. Bob Giberson, Public Works Director, stated the City was awarded a Washington State Department of Ecology Municipal Stormwater Capacity Grant in 2010 for $118,112.00. This amendment will award an additional $50,000.00 (for a total of $168,112.00) from the Washington State Local Toxics Control Account. This is a non competitive grant and no matching funds are required. The Council is being asked to formally accept Grant Amendment No. 1 in the amount of $50,000.00. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. An ordinance adopting the Washington State Department of Transportation 2012 Standard Specifications. Councilmember Quinn indicated this item was discussed at the Transportation Committee meeting on March 5, 2012. The committee members were unanimous in recommending approval. Bob Giberson, Public Works Director, explained local agencies utilizing federal funds for transportation contracts must incorporate and adopt the most current Standard Specifications, as published by the Washington State Department of Transportation WSDOT) and the Washington State Chapter of the American Public Works Association. After the Transportation Committee meeting, the City Attorney amended the draft ordinance to accept all subsequent editions or amendments to future WSDOT Standard Specifications. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. A contract supplement for the Tukwila Urban Center Access (Klickitat) Project. Councilmember Hougardy indicated this item was discussed at the Transportation Committee meeting on March 5, 2012. The committee members were unanimous in recommending approval. Mr. Giberson indicated CH2M Hill is currently the construction management consultant for the Tukwila Urban Center (Klickitat) Project. Supplement No. 2 with CH2M Hill will extend the construction management services needed as there have been delays due to the holiday traffic moratorium and the heavy snow in January 2012. Construction management services are needed through June 30, 2012 to assist staff with an audit by the Washington State Department of Transportation. The Council is being asked to approve Supplement No. 2 with CH2M Hill in the amount of $81,047.80. Councilmember Robertson requested staff provide a breakdown of all costs associated with the construction of the Klickitat project. Mayor Mayor Haggerton attended the March 6, 2012 Government Affairs meeting and the March 7, 2012 Suburban Cities Public Issues Committee (PIC) meeting. On March 8, 2012, he announced a selected group of City staff and Councilmembers interviewed the top three finalists for the City's Strategic Plan. Mayor Haggerton thanked staff, Council President Seal and Councilmembers Hougardy and Quinn for their participation. b. City Council Councilmember Duffie hosted the March 10, 2012 Council Coffee Chat. Councilmember Robertson requested the Community Affairs and Parks Committee review a staff proposal on a Teen Center at a future Committee meeting. Mayor Haggerton indicated staff has updated the Teen Center information for the Council to review. Kimberly Matej, Council Analyst, stated the Teen Center review is on the Community Affairs and Parks Committee agenda on March 26, 2012. Councilmember Hougardy attended the March 6, 2012 Government Affairs meeting, where the topic of discussion was a presentation by Sharon Mann and Joe Sabey from the Tukwila International Boulevard Action Committee TIBAC). On March 8, 2012 she participated in the Strategic Plan consultant interviews. Ms. Hougardy requested Ms. Mann provide a brief recap of the TIBAC presentation. Sharon Mann, representing the Tukwila International Boulevard Action Committee, explained TIBAC divided Tukwila International Boulevard (TIB) into 5 sections, and they created a survey for individuals about the best use for each section of TIB. She stated TIBAC will compile the survey results and present the findings to City staff as part of the annual Comprehensive Plan update. Councilmember Hougardy asked staff to research the date of TIBAC's last update to Council. She feels TIBAC should schedule a future presentation to update the Council on their activities. Council President Seal participated in the Strategic Plan consultant interviews on March 8, 2012. Councilmember Quinn participated in the Strategic Plan consultant interviews on March 8, 2012. Councilmember Kruller thanked Frank Iriarte, Public Works Deputy Director, for his quick response relating to Allied Waste. She explained Allied Waste was trying to secure contracts for future recycling services. On March 10, 2012, she attended the "Sustain Tukwila Pool" Committee meeting, and she reminded the Council and audience of the March 24, 2012 Bowl- a -Thon at ACME Bowl to benefit the Tukwila Pantry. c. Staff There was no report. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, reminded the Council of the Special Work Session scheduled on March 19, 2012, from 5:30 p.m. to 7:00 p.m. Ms. Matej stated she will distribute new information relating to a local connection to the Global -to -Local project.
