THS AGREEMENT is made and entered into by and between The Seattle Police Department
(SPD), a department of the City of Seattle, hereinafter referred to as "SPIT, as represented by
the Chief of Police; and the City of Tukwila.
The original Agreement is amended as follows. M other terms and conditions of the original
Agreement, as amended, remain in effect.
SCOPE OF WORK
The Scope of Work is amended to include the City's request to utilize funding for the purchase
of or partial purchase of marking rounds.
The Scope of Work for this Agreement and the time schedule for completion of such work are
describe in a revised Exhibit D, which is attached to and made part of this amendment.

Program Narrative
The Tukwila Police Department(TPD) has incorporated a new training
program over the past few years. Ratherthan train just one discipline at a
time, the Department now emphasizes Scenario and Reality Based Training.
While the training cadre still teaches a block of specific instruction, such as
firearms or defensive tactics, a new block has been implemented that
incorporates all the training areas to expose trainees to a more realistic
scenario. The goal is to expose officers to scenarios that test their ability to
de-escalate and to evaluate how and when to use force. This program
incorporates training sessions that used to be taught in a silo and allows them
to utilize de-escalation, mental crisis recognition, and, when appropriate,
examples of force throughout the continuum. TPD will invest IFY22 JAG funds
in reality -based training aids that are not currently funded by the City. These
aids will include force -on -force tools to be used in observed training
scenarios. These scenarios will enable our trainers to evaluate the strengths
of our officers as well as areas where further training is needed. These
scenarios will also allow our training program to evolve as areas of weakness
are exposed.
Project Design and Implementation
The Tukwila Police IDepartment remains committed to Transparency,
Accountability, and lEngagement. We've recently incorporated a civilian board
to review and discuss each department use of force and to provide feedback.
This serves many goals, but specifically it allows the department to show
community members the conditions their officers are working with and it
allows the department to solicit feedback so policy and procedure decisions
are not made in a vacuum. These conversations reinforce our need to make
training as realistic as possible while maintaining safety. plan. It should
identify the stakeholders currently participating in the strategic planning
process, the gaps in the needed resources for criminal justice purposes, and
how JAG funds will be coordinated with state and related justice funds.

MODIFICATIONS
Over the past few months, the Tukwila Police Department has rellized
dire shortage in the number of marking rounds in its inventory. Our 2023
Reallity Based Scenario training bllock is schedulled to commence in the
coming month, the Department has restored some ollder equipment and
returned it to service. Our exigent need now is funding for marking
rounds.

FY 2022 Edward Byrne Memorial Justice Assistance Grant

This Memorandum of Understanding (MOU) outlines the responsibilities and protocols
for participating jurisdictions pertaining to the FY 2022 Edward Byrne Memorial Justice
Assistance Grant.
I. Participating Jurisdictions
The participating jurisdictions, relevant to this MOU, in the Edward Byrne Memorial
Justice Assistance Grant are:
• City of Auburn
• City of Bellevue
• City of Burien
• Des Moines
• City of Federal Way
• City of Kent
• King County
• City of Renton
• City of SeaTac
• City of Seattle
• City of Shoreline
• City of Kirkland
• City of Tukwila
II. Background and Purpose
Proposed to streamline justice funding and grant administration, the Edward Byrne
Memorial Justice Assistance Grant (JAG) Program allows states, tribes, and local
governments to support a broad range of activities to prevent and control crime based
on their own local needs and conditions. JAG blends previous Byrne Formula and Local
Law Enforcement Block Grant (LLEBG) Programs to provide agencies with the flexibility to
prioritize and place justice funds where they are most needed.
III. Disparate Certification
Jurisdictions certified as disparate must submit a joint application for the aggregate of
funds allocated to them, specifying the amount of funds that are to be distributed to
each of the units of local government and the purposes for which the funds will be used,
and indicating who will serve as the applicant/fiscal agent for the joint funds. The above
jurisdictions are certified as disparate.
IV. Fiscal Agent and Fund Allocation
The City of Seattle will act as the applicant and will serve as the fiscal agent for the joint
funds. The City of Seattle will charge a 3.7% administrative fee for these services.

V. Project Allocations and Reporting
Participating jurisdictions are responsible for identifying their own projects for funding,
and for providing project information to the identified fiscal agent, the City of Seattle, for
purposes of submitting one joint application on behalf of all participating jurisdictions.
Upon receipt of award documents, and prior to expense of funds pertaining to the JAG
Program, the fiscal agent will enter into MOU Contract with all participating jurisdictions.
VI. Funds Remaining at End of Grant
If an agency has funds remaining that it will not spend and no extension is requested, all
parties agree that the funds will be re -obligated to Seattle within the final three months
of the grant. Notification between Seattle and the agency willing to forgo funds will
occur three months prior to the end of the period of performance.
