MINUTES
REGULAR MEETING
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft TEAMS. The
phone number for public participation that was provided via the agenda distribution process was:

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and
led the audience in the Pledge of Allegiance.
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site),
Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site),
Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT — Council President McLeod stated "The City of Tukwila is located on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture. We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally at the meeting. Mayor Ekberg asked those who had signed up to proceed with
their public comments.
1. Greg Sherlock expressed concern that Tukwila Police reports are not sufficient to determine the noise
coming from Sabey Data Center as a violation of the Tukwila Municipal Code and instead, the City is
requesting a sound measurement test. He referenced the green funnel vents outside of the main
doors at Tukwila City Hall and explained this is comparable to the noise he hears at home in addition
to a high-pitched howl.
Councilmember Kruller suggested the City consider an alternative resolution to this ongoing issue.
2. Sheldon Hampton is a Tukwila resident and expressed concern regarding excessive speeding on
South 150th Street between Tukwila International Boulevard and 42nd Avenue South. As there is no
speed limit sign posted there, the speed limit should be 25 mph. He asked if the City could install
speed limit signs.
3. Joe Duffie commended the Police Chief for his response to a disturbance during last week's Council
meeting. He attended a ribbon -cutting ceremony for the opening of the new Public Works Fleet and
Facilities Building and suggested making a video of the new building available to the public. He
emphasized the importance of addressing resident concerns.

Jan Bolerjack referenced the minimum wage petition that is on tonight's agenda and stated she has
many individuals at the Church by the Side of the Road who work for a minimum wage and still do not
earn enough for incidentals such as insurance, food and cars due to high rents. Raising the minimum
wage is a step in the right direction towards a livable wage.
5. Sheila Coppola is the founder of Sidereal Fine Art Press and a member of the Tukwila Arts
Commission. With the support of 4Culture, the Tukwila Arts Commission has invited Artist Jacoub
Reyes from Florida, who will be conducting a workshop for the Duwamish Tribe and contributing a
large woodblock print for the Duwamish Annual Gala. There will also be outdoor demonstrations at
Sidereal. She asked for the Council's support in sharing the event with the community. The upcoming
workshops will be taking place on August 31st and September 1st from 10 a.m. — 5 p.m. and the large
print demonstrations will be on September 4th and 5th from 1 p.m. — 5 p.m.
6. Benton Coblentz spoke in support of the resolution on the minimum wage petition on tonight's
agenda. He shared that Tukwila has always been a diverse and working-class community. He found
a reference from 1916 to Tukwila residents protesting a rate hike on the Interurban Railroad that
would have threatened their livelihoods and the community. He urged the Council to approve the
resolution and make it easier for people to live and work in Tukwila.
7. Krysteena Mann is a Tukwila resident. According to the Economic Policy Institute, productivity has
grown 3.5 times as much as pay after adjusting for inflation. She stated specific policies designed to
share the wealth that higher productivity creates has been systemically dismantled and workers do
not see the benefits of the excess wealth they create. She urged the Council to create an
environment where the gains from worker productivity is returned to workers. Raising the minimum
wage is a step in the right direction.
8. Jason Dooriv shared that in the past, he worked three jobs and was still unable to afford rent. When
he applied for financial assistance, he was not able to qualify due to earning too much income. After
joining a labor union, life has improved for him, and more money has made a difference in his quality
of life. He expressed financial security affects mental health and well-being.
PRESENTATION
South King Housing and Homelessness Partners progress report and preliminary 2023 Work Plan.
Angela San Filippo, Executive Manager of South King Housing and Homelessness Partners (SKHHP)
provided an overview of SKHHP's progress in 2021, areas of focus, and the development of the 2023
Work Plan. Following input from SKHHP member jurisdictions, the 2023 Work Plan and budget will be
considered for adoption at the August 19, 2022 SKHHP Executive Board meeting and be brought forward
to each member jurisdiction for adoption.

b. Approval of Vouchers #00400987-00401080 in the amount of $982,803.50.
c. Authorize the Mayor to accept the Port of Seattle Economic Development Grant for 2022-2023 in the
amount of $44,000.00 (local match of $22,000.00)

Councilmember Sharp stated he is not in support of item 5.d. (purchase of golf carts).

UNFINISHED BUSINESS
a. Bi -weekly COVID-19 report.
David Cline, City Administrator, provided an overview of the biweekly COVID-19 report and answered
clarifying questions from the Council.
b. Fourth of July After Action Report.
Eric Dreyer, Police Chief, and Jay Wittwer, Fire Chief, provided the After -Action Report with information
regarding calls for service, call volumes, and staffing levels.
The Councilmembers asked clarifying questions and offered comments including acknowledgement that
the data shows calls for service were down this year, which may or may not be due to the pilot of ground-
based fireworks as there were many factors. It is also possible residents may not be calling to report
fireworks as they are now aware officers need to identify individuals in the act of setting off illegal
fireworks to issue citations. The Council will revisit the issue of whether to continue allowing certain
ground-based fireworks in the future.
c. A resolution amending Exhibit A, "Rules of Procedure of the Tukwila City Council," of
Resolution No. 2022 regarding remote attendance at meetings, revising Rule II.G., "Remote
Meetings."

NEW BUSINESS
a. Authorize the Mayor to sign a lease agreement with Sound Cities Association for office space
in the 6300 Building through December 31, 2024.
MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON TO AUTHORIZE THE MAYOR TO
SIGN A LEASE AGREEMENT WITH SOUND CITIES ASSOCIATION FOR OFFICE SPACE IN THE
6300 BUILDING THROUGH DECEMBER 31, 2024.*
Brandon Miles, Business Relations Manager, explained this item renews the current lease with Sound
Cities Association for office space in the 6300 Building that expires on December 31, 2022 for another
two years. The lease agreement will generate $54,714.00 in General Fund revenue for the City.
*MOTION CARRIED 6-0, WITH QUINN RECUSED.
b. A resolution on the Minimum Wage Petition.

REPORTS
a. Mayor
Mayor Ekberg attended the King County Fair opening ceremony in Enumclaw that was attended by a
consortium of Mayors in King County along with King County Executive Dow Constantine.
b. City Council
Councilmember Hougardy participated in a Central Puget Sound Economic Development District Board
meeting where they received updates on Industrial Lands and the Innovation Cluster Accelerator
Program. She attended "See You in the Park" at Bicentennial Park.
Councilmember Quinn thanked Sheila Coppola for coming to tonight's meeting and sharing information
regarding the upcoming Tukwila Arts Commission event. He attended the "See You in the Park" event at
Bicentennial Park. He reported he was recently nominated and elected Commission Chair for the
Washington State Criminal Justice Training Commission.

Councilmember Kruller participated in a Puget Sound Regional Council (PSRC) Transportation Policy
Board meeting where they worked on the final allocation of Federal Transit Administration funds, approval
of projects for PSRC's 2025-2026 Federal Highway Administration funds, and the PSRC Transportation
Work Program. She participated in a racial equity workshop through the City of Tukwila's Equity Policy
Implementation Committee.
Councilmember Delostrinos Johnson congratulated Councilmember Quinn on his recent appointment as
Chair of the Washington State Criminal Justice Training Commission and shared that she is inspired by
his commitment to public service. She reported the Planning and Community Development Committee
received an update on King County's Health through Housing initiative that will be presented at an
upcoming Council meeting. She attended a South King Housing and Homelessness Partners (SKHHP)
Executive Board meeting where they received presentations regarding affordable housing, discussed
SKHHP performance metrics, and a proposal for providing a stipend for SKHHP Advisory Board
members.
Councilmember Abdi expressed appreciation for Police Chief Drever's assistance during last week's
Council meeting. He relayed he was invited to speak to a summer school class on civic engagement at
Foster High School. He received letters from 30 students at Hazen High School following a homework
assignment they did on him. His mission is to inspire youth civic engagement and he expressed he will
continue doing the best work he can as a Councilmember.
Councilmember Sharp thanked Police Chief Dreyer for his assistance during last week's Council meeting.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) report, Monthly Construction and
Budget Report, and 2022 1st Quarter Work Plan update and offered to answer any questions.
