This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President McLeod (on-site); Councilmembers Kathy Hougardy (on-
site), De'Sean Quinn (on-site), Kate Kruller (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed
Abdi (on-site), Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT
Councilmember Delostrinos Johnson stated "The City of Tukwila is located on the ancestral lands of the
Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay
our respects to their elders past, present and emerging."
PUBLIC COMMENTS
1. Greg Sherlock reported that the noise emitted from the Sabey Data Center continues to be plainly
audible in his home during nighttime hours, which has been ongoing since 2005. Mr. Sherlock
acknowledged the email update he received from Nora Gierloff, Community Development
Director, regarding the methods being considered by the Sabey Corporation to mitigate this issue.
He stated he will follow up with City Administration to ensure this moves forward and concluded
his comment by thanking those Councilmembers who joined him in a field trip to witness how the
green funnel vents outside City Hall emit noises similar to those created by the Sabey Data
Center.
2. David Chavis commended Eric Dreyer, Police Chief, and Tukwila Police Officers for their
responsiveness and professionalism.
PRESENTATIONS
a. Introduction of summer interns.

• Farhiya Hersi, Administrative Services Department/Community Engagement
• Safia Sh-Mohamed, Technology and Innovation Services Department
The Councilmembers congratulated the summer interns on their initiative and wished them well in their
educational and professional journeys.
b. Update on Health through Housing Program

Councilmember Quinn recused himself from this discussion and exited the Council
Kelly Rider, Director of External Affairs, King County Department of Community and Human Services,
provided an update on the Health through Housing (HTH) Program including its portfolio of units,
implementation plan, operations, property siting process and next steps.
The Councilmembers asked clarifying questions and offered comments regarding the presentation
including acknowledgement that community input is a necessary next step, that Tukwila has shown
commitment to addressing homelessness through other projects such as the Tiny Home Villages through
the Low -Income Housing Institute, and that potentially siting a HTH building within the City would not be
without impacts.

a. Fire/Emergency Medical Services contract "Statement of Principle.
David Cline, City Administrator, and Norm Golden, Deputy Fire Chief, presented the City's draft
Statement of Principle regarding the Fire/Emergency Medical Services contract with Puget Sound
Regional Fire Authority (PSRFA).

The Councilmembers asked clarifying questions and offered feedback regarding the draft statement of
principle including the need to recognize that the contract with PSRFA is a collaborative effort that would
come with mutual benefits.
b. An emergency preparedness tabletop exercise.

Mindi Mattson, Emergency Manager, provided an overview of Cascadia Rising 2022, an effort to practice
whole -community emergency operations in the event of a major Cascadia Subduction Zone seismic
event, and briefed the Council on the responsibilities of Elected Officials during disasters.

REPORTS
a. Mayor
Councilmember Quinn exited the Council Chambers.
Councilmember Quinn returned to the Council Chambers.
Mayor Ekberg shared the Association of Washington Cities Housing Solutions Stakeholder Workgroup
will be commencing soon and he will be representing the City. This is a work group that was convened to
discuss methods for creating more housing availability and affordability in cities.
b. City Council
Councilmember Hougardy shared the Seattle Southside Chamber of Commerce announced Annie
McGrath was selected as its new President and CEO. She will be starting in her role on August 8, 2022.
Councilmember Quinn reported the Finance and Governance Committee received updates on the
Citywide facilities overview and seismic study and an overview of the Consumer Price Index that provides
information on the effects of inflation on households and the City.
Councilmember Kruller referenced an article regarding how the City of Phoenix, Arizona applied gray
paint on streets to lower average road surface temperatures due to changes in surface reflectivity. She
suggested considering a similar approach for the Southcenter Mall area.
Councilmember Abdi shared that he was invited to speak with students at Foster High School.
Council President McLeod shared he will be attending a King County Growth Management Planning
Council meeting.
c. Staff
There was no report.
MISCELLANEOUS
Following a suggestion from Council President McLeod to review potentially adjusting the time allotted for
public comments from 5 minutes to 3 minutes, Council consensus existed to keep the existing time of 5
minutes per speaker.
