This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft TEAMS. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# to include a link to join the Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site),Tosh Sharp (on-site). MOVED BY KRULLER, SECONDED BY MCLEOD TO EXCUSE COUNCILMEMBER QUINN FROM THE MEETING. MOTION CARRIED 6-0. CITY OFFICIALS Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Bianchi, Deputy City Administrator; Kari Sand, City Attorney; Joel Bush, Chief Technology Officer; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Jay Wittwer, Fire Chief; Norm Golden, Deputy Fire Chief; Vicky Carlsen, Finance Director; Tony Cullerton, Deputy Finance Director; Tracy Gallaway, Parks and Recreation Director; Hari Ponnekanti, Public Works Director; Nora Gierloff, Community Development Director; Derek Speck, Economic Development Administrator; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk. LAND ACKNOWLEDGEMENT — Councilmember Abdi stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS 1. Greg Sherlock referenced the ongoing noise issue from the Sabey Data Center that is audible from his home and shared that since July 191h, the noise has increased and has persisted without interruption. After reaching out to the Sabey Operations Center regarding the noise, he was informed the facilities technician did not find any unusual sounds or noises. He would like City Administration to resolve this issue soon. Following Councilmember Kruller's suggestion to utilize Alternative Dispute Resolution through King County, David Cline, City Administrator, relayed City staff will be providing an update on the City's Noise Ordinance at the August 15, 2022 Regular Meeting. 2. Joe Duffie referenced the Council's discussion at the last meeting to change the time for public comments from 5 minutes per speaker to 3 minutes. He thanked the Council for their decision to keep the time to 5 minutes as it is the only time residents can speak with the full Council and express their concerns. He recently attended a meeting at another City where they provided 3 minutes per speaker, and he felt there was not enough time for speakers to share their thoughts. A proclamation in support of August 2, 2022, as "National Night Out Against Crime" in the City of Tukwila. Council President McLeod read the proclamation designating August 2, 2022 as "National Night Out Against Crime" in the City of Tukwila. b. Confirm appointments to the Pro/Con Committees for Initiative Measure #1 -Concerns labor standards for certain employees (Minimum Wage), to prepare arguments for inclusion in the voters' pamphlet advocating approval ("Pro") and advocating rejection ("Con"). Laurel Humphrey, Legislative Analyst, explained the City Council is responsible for appointing up to three members each to Pro and Con Committees tasked with writing statements for the Voters' Pamphlet. The City has received 4 applicants for the Pro Committee: Jessica Bonebright (resident), Rose I. Atumba (Health Board Manager, Congolese Integration Network), Miguel Maestas (resident), Gabriela Quintana (resident). The City received no applicants for the con committee. Names are due to King County Elections on 8/2/22. The Councilmembers discussed methods for appointing members to the Pro Committee based on residency or a randomized selection. Following input from Kari Sand, City Attorney, regarding breaking a tie, Mayor Ekberg spoke in favor of appointing based on residency. MOVED BY HOUGARDY, SECONDED BY MCLEOD TO CONFIRM THE APPOINTMENTS OF JESSICA BONEBRIGHT, MIGUEL MAESTAS, AND GABRIELA QUINTANA TO THE PRO COMMITTEE FOR INITIATIVE MEASURE #1 -CONCERNS LABOR STANDARDS FOR CERTAIN EMPLOYEES (MINIMUM WAGE), TO PREPARE ARGUMENTS FOR INCLUSION IN THE VOTERS' PAMPHLET ADVOCATING APPROVAL ("PRO"). (The City received no applicants for the Con Committee). MOTION CARRIED 6-0. CONSENT AGENDA a. Approval of Minutes: 7/18/22 (Regular Mtg.) b. Approval of Vouchers #00401081, 00401170 in the amount of $2,456,714.77. c. Accept as complete the Boeing Access Road over Airport Way Bridge Seismic Retrofit Project (contract #20-058) with Razz Construction, LLC; authorize release of retainage, subject to the standard claim and lien procedures (final cost of project, including retainage: $1,468,314.87.). [Reviewed and forwarded to Consent by the Transportation and Infrastructure Services Committee on 7/18/22.] MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6-0. UNFINISHED BUSINESS a. Bi -weekly COVID-19 report. David Cline, City Administrator, referenced the Bi -weekly COVID-19 report and asked if there was Council interest in moving to a monthly report. Council consensus existed to discontinue receiving reports in the agenda packets with the understanding information regarding COVID-19 would continue to be available and updated on the City's website in a timely manner. Mayor Mayor Ekberg shared he will be attending a Mayors Innovation Project meeting hosted by Mayor Victoria Woodards of Tacoma from August 4th to August 6th b. City Council Councilmember Delostrinos Johnson reported the Planning and Community Development Committee received a report on the Economic Development Plan and reviewed the 2022 code amendment ordinances that was forwarded to the next Council meeting. Councilmember Kruller attended a National League of Cities leadership meeting in Atlanta where she learned about grant opportunities and attended a mobile workshop. She offered the reminder that National Night Out against Crime will be on August 2, 2022. The Transportation and Infrastructure Services Committee approved 3 grant applications for the Safe Streets and Roads for All Program, the South 152nd Street Safe Routes to School Project, and the 42nd Avenue South Raised Crosswalk project. Council President McLeod attended a King County Growth Management Planning Council meeting where they received a briefing on the Affordable Housing Committee and updates on growth targets. Councilmember Hougardy shared today is her 30th wedding anniversary and wished her husband a happy anniversary. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report and Monthly Construction and Budget Reports and offered to answer any questions.
