AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF THE CITY
OF TUKWILA WASHINGTON FOR THE FISCAL YEAR 1980

WHEREAS, the Preliminary Budget of the City of Tukwila for the year
1980 was timely submitted to the City Council and,
WHEREAS, a Public Hearing on the proposed budget was advertised and
held on December 3, 1979.
WHEREAS, pursuant to the hearing certain changes were made in the
proposed budget,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DOES ORDAIN AS FOLLOWS:
Section 1. That the budget on file with the City Clerk entitled "City
of Tukwila Budget 1980" is hereby adopted by reference as though fully set
forth in accordance with RCW 35A.33.075.
Section 2. The totals of the estimated revenues and appropriations for
each separate fund, including Federal Shared Revenue, and the aggregate totals
are as follows:

It is my intention to allow Ordinance No. 1139, which adopted the budget
for year 1980, to become effective without my approval. I will not veto
this ordinance because I do not want to subject the Council to another
meeting prior to the end of the year.
My objections to the adopted budget are twofold. I do not believe that
the personnel added to the Fire and Police Departments are necessary, and
I feel that the overtime and extra labor budgets allocated to the various
departments are excessive.
An honest examination of the records for the Police and Fire Departments
will show that the staffing levels are more than adequate to protect the
City. These same records will show that productivity is going down for
these departments. The large outcry for additional staff was to satisfy
campaign promises. A dark cloud looms on the fiscal horizon of the City
when it succumbs to pressure of the employee groups, especially when
these groups intimidate the public during the elective process.
During recent labor negotiations, a labor arbitrator reduced the hours
of work for the police force, and immediately this department wants to
increase the hours of work via the overtime route for training and other
"necessary tasks." The potential for abuse is great; therefore, I believe
that a legislative control and audit should be imposed on the expenditure
of overtime.
The elected officials have a trust to keep with the residential sector of
the City. The ten -year Utility, Undergrounding, and Street Improvement
Program has been promised since 1972. It was implemented in 1976. Failure
to provide this program to all sections of the City is a violation of this
trust. To use this program to balance the budget and to provide a bloated,
unjustified staff, is setting a precedent that will be hard to break.
