• Economic Development Administrator Derek Speck briefed the Commission on
the 2022 Economic Development Plan and engagement efforts.
• The Commission discussed City programs, policies and service projects to be
brought before the Commission for review for an Equity analysis and
recommendations.
• The Commission was briefed on the 2nd Annual Juneteenth Commemoration.
• City staff updated the Commission on the City’s policy to accept written public
comments at all City Boards and Commission, including public meetings per
House Bill 1329, Section 13.

Policing Citizen’s Advisory
Board (COPCAB)
August 11, 2022: Advisory Board approved the July 13, 2022, minutes;
received Chief’s update, word on the street and good of the order.
Human Services Advisory
Board
August 12, 2022: Advisory Board approved the May 13, 2022, minutes; City
staff presented on the Economic Development Plan and Biennial Budget;
Advisory Board was briefed on the Summer Gut Check Wrestling
Tournament, including the post event and the XV Series update.
Planning Commission August 25, 2022: Public Hearing over the major design review for a new
seven-story mixed-use residential and commercial building located at 130
Andover Park E., and the continuance from the 7/28/22 Public Hearing to
consider amendments to streamline the permit process related to zoning
code text amendments, and make recommendations to the City Council for
review and adoption.
Equity and Social Justice Commission (ESJC)

Mission
The Commission advises policymakers, advocating and promoting for initiatives
that dismantle systemic racial, gender and economic inequities, to create and
strengthen a sense of belonging for all community members.
History
●The Commission was founded by the late Joan Hernandez former City of
Tukwila Councilmember.
●In 1989, the Council passed Ordinance 1828, establishing an Equity and
Diversity Commission and setting forth its purpose and scope of duties.
●October 2018 saw the Commission’s name changed to the Equity and Social
Justice Commission.
●The Equity and Social Justice Commission developed a new mission
statement in 2021.
Purpose (By-Laws)
The objective of the Commission shall be: Tukwila Municipal Code 2.29.010
●To promote understanding that accepts, celebrates and appreciates diversity
within the community.
●To serve as a resource for the community by providing information and
educational forums that will facilitate a better understanding and awareness of
social justice and human rights.
●To provide recommendations to the Mayor and City Council regarding
opportunities to increase equity and social justice awareness and promote
social justice programs.
ESJC Meetings
●First Thursday of every month at 5:30pm
●Meetings are held at the City of Tukwila Justice Center:

In Practice
City Departments are strongly encouraged to prepare informational memorandums
which consist of City policies, programs and services that will impact the Tukwila
Community.
The Equity and Social Justice Commission will monitor the work of the Equity Policy
Implementation Committee (EPIC). This work includes the implementation of the
Equity Policy, reviewal of EPIC’s work. Additionally, the ESJC will provide feedback to
the EPIC committee and the Council as to the progress of the policy’s
implementation process.
Turning Equity Practice into Action
●Get out into the community, develop and deepen non-transactional
relationships built on mutual trust which leads to….
●Ask the community - what are the barriers to inclusion/participation in the
particular arena in which you are involved? What are the strengths in the
community that can be resources that you tap into more deeply?
●Who stands to lose the most from a particular policy? Who stands to gain the
most?
●Critically examine past engagement activities to learn what the community
has been asking for (digital records center)
○E.g. teen and senior center, Tukwila Pond Master Plan, Economic Development Plan, Biennial
Budget
Policies determine Community Outcomes
Tukwila is a majority immigrant, refugee, African American, South American,
Southeast Asian, African, and low income city. It is our collective responsibility to
move toward equity and social justice.
●What is your point of intervention to interrupt systems that perpetuate cycles
of poverty for the benefit of all, not just the few?
●What partnerships do you have that can illuminate blindspots in your thinking?
●What are you personally doing to make this possible?
When you seek feedback from the ESJC
●Come to the commission with a specific policy or plan along with specificity
around your point of intervention and strategy
●Be prepared with the data - do your homework and bring it to us
●Be specific about desired feedback
●Come with an open mind, as it is often our work to apply a critical lens
