HomeMy WebLinkAboutReg 2012-04-02 Item 7B - Report - City AdministratorCity of Tukwila Jim Haggerton, Mayor CITY ADMINISTRATOR REPORT TO: Mayor Haggerton Councilmembers FROM: David Cline, City Administrator DATE: March 28, 2012 SUBJECT: Report for April 2, 2012 Regular Council Meeting The City Administrator Report is intended to provide the Council, staff and community an update on the activities of the City and on issues that concern Tukwila. The report consists of information provided by the Executive Team, with editing and input by the City Administrator. Please let us know if you have any questions or need additional information about any of the following items, and please feel free to contact any of the department heads for additional information. DEPARTMENT UPDATES HUMAN SERVICES Staff from Human Services and Economic Development attended the Senior Services Aging Your Way Summit on March 21 and learned about many innovative community based initiatives. The Senior Housing Assistance Group showcased Tukwila Village at the Summit. Human Service staff members are participating in a South King County mobility forum with a goal of forming an action plan to increase the availability of culturally appropriate transportation resource information and help identify and address gaps in service. Talks are underway regarding incorporation of a Hyde shuttle in Tukwila. The Hyde shuttle is a door to door van service for older adults and people with disabilities. About 120 agencies attended the South King County Human Services application technical assistance forum. FIRE Emergency Management: Two meetings are scheduled with the Museum of Flight to discuss how we can help them in their tabletop exercise as well as with Boeing as we partner with them for the June Earthquake drill. Fire Response: The A Shift responded to a report of an unknown fire on 135 and Macadam. After some good work by the crew and acting captain Rodal, City Police and Seattle City Light were brought in to assist and discovered a grow operation that was underway. The owner was arrested and Seattle City Light will be taking action to recover the stolen power. Fire Prevention: The Bow Lake Transfer Station is in the process of a large remodel. In 2005, they were granted a variance and were allowed to install an above ground flammable liquid storage tank for their generator. As a result of the remodel, they are relocating the tank with the appropriate screening and containment measures required by code and city ordinance. We have reviewed their plans and agree that they are in compliance. POLICE New Hires: Final job offers were extended to two lateral police officers. They accepted and will begin field training on April 2, 2012 and May 7, 2012 respectively. 5 City Administrator Report Page 2 PARKS RECREATON and METROPOLITAN PARK DISTRICT Recreation: The Division 2011 Recap and a proposal for a Teen Center at the Foster Library were presented to the Community Affairs and Parks Committee on March 26. The number of teens at late night on March 23 was 143. We are in the process of converting /re- programming rooms at the Community Center to include a Teen Room. The switchover is going well and should be complete by Spring Break. Former Employee Debbie Mothershead passed away last week. Golf: Matt Huft accepted the position as Lead Maintenance Specialist at Foster Golf Links. Matt started as a part-time employee in 1996. Mowing season has begun. Volunteer Events: About 40 people attended the final Sister City delegation meeting. The delegation leaves on March 28. They will be returning from their trip on April 6. Tukwila Pool: Staff toured the Helene Madison Pool to see what improvements Seattle Parks and Recreation has made over the last few years including pool covers, UV system and new boilers. Staff hosted a meeting of special park districts from around the area that was organized by the Vancouver MPD. Agenda items included recent successes, aggregate tax limits, pro rationing order and process, and future legislative actions; Municipal Research Services Center also provided presentations on their services. Next steps include quarterly meetings, development of a complete list of MPDs and other Recreation Service Districts, and possible creation of a section in the Washington Recreation and Parks Association (WRPA). FINANCE DEPARTMENT Sales tax collected for January 2012 totaled $1.02 million which was a slight decrease from last year's collections of $1.03 million. DEPARTMENT OF COMMUNITY DEVELOPMENT On March 7, 2012, Mr. Eastland was informed that his building permit had been approved. As of this date, Mr. Eastland nor his contractor have applied for the demolition /relocation permit, nor have they picked up the approved building permit. MAYORS OFFICE Strategic Planning: After an extensive selection process, the City is recommending entering into a Consulting Agreement with Berk Consulting. Berk has done similar Strategic Planning work in many local communities: City of Snohomish; City of Tumwater; City of Mountlake Terrance, City of Lynwood, City of Woodinville, City of Kirkland, City of Kent, and others. A draft Contract will be presented to the Finance and Safety Committee on Tuesday, April 3. Costs for the project will be covered by un -spent allocations in the Mayor's 2011 budget. INTERNAL UPDATES Staff Achievements: The City Clerk was elected to the Board of the Washington State Municipal Clerk's Association and sworn in at the annual Conference on March 15, 2012. 6 Z:1 CityAdministratorReports20l2 \CAReportApril2- 2012.docx
