Special Meeting
August 22, 2022 — 10:13 P.M.
SPECIAL MEETING
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

CALL TO ORDER
In the absence of Mayor Ekberg, Mayor Pro Tempore McLeod called the Special Meeting of the Tukwila
City Council to order at 10:13 p.m. directly following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site).
CITY OFFICIALS
David Cline, City Administrator; Nora Gierloff, Community Development Director; Derek Speck, Economic
Development Administrator; Tony Cullerton, Deputy Finance Director; Jay Wittwer, Fire Chief; Norm
Golden, Deputy Fire Chief; Eric Dreyer, Police Chief; Hari Ponnekanti, Public Works Director; Joel Bush,
Chief Technology Officer; Andy Youn, Deputy City Clerk.
CONSENT AGENDA
a. Approval of Vouchers: #00401251 — 00401308 in the amount of $762,155.74.
b. Authorize the Mayor to sign a contract with Pace Engineers for the South 131st Place Drainage
Improvement Project, in the amount of $371,610.00.
d. Authorize the Mayor to sign Amendment No. 1 to contract #22-015 with Laser Underground and
Earthworks, Inc., for the Macadam Road South Water Upgrade and Sidewalk Improvement Project, in
the amount of $300,000.00.
Council President McLeod requested that item 2.c be removed from the Consent Agenda to be
discussed under New Business.
MOVED BY HOUGARDY, SECONDED BY QUINN TO APPROVE THE CONSENT AGENDA AS
AMENDED. MOTION CARRIED 7-0.
NEW BUSINESS
c. Authorize the Mayor to sign an Interlocal Agreement with King County, the City of Seattle, and
the Port of Seattle for the Duwamish Basin stewardship position.
10: 15 p.m. Councilmember Quinn recused himself from this item and left the Council Chambers.
MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON TO AUTHORIZE THE MAYOR TO
SIGN AN INTERLOCAL AGREEMENT WITH KING COUNTY, THE CITY OF SEATTLE, AND THE
PORT OF SEATTLE FOR THE DUWAMISH BASIN STEWARDSHIP POSITION.
MOTION CARRIED 6-0, WITH QUINN RECUSED.
