The Project will includedevelopingtrails, educational kiosks, aparkinglot,and connecting a stormwater system to existing infrastructure along Tukwila International Blvd. Portions of the Project area are currently being developed by King County Water and Land Resources Division (WLRD) and WillametteCRA has been monitoring excavations pursuant to a Monitoring Plan developed for the project after field investigationsin 2018.Project area stratigraphyis complex with intact native sediment deeply buried under fill. However, excavation of fill during recent Project activities may have resulted in intact native sediments closer to the current ground surface. The City has requested cultural resources support from WillametteCRA for the Project. Our proposed scope of work would consist of the following assumptions and tasks as listed. The extents of both the prior cultural resources surveysand prior disturbance relative to the proposed Project will be examined and comparedwith City plans. If datasuggest intensive survey is needed or if conditions warrant monitoring, WillametteCRA will make recommendations. Approach As noted above, WillametteCRA will begin this investigation with a review of existing data and literature, including: Records of previously identifiedcultural resources and prior surveys in the Project area Data on file at WillametteCRA derived from recent monitoring at the Chinook Winds Project area Current elevations Proposed Project plans and depths of proposed excavations relative to existing elevations and recent ground-disturbing activity. Scope of Work Our proposed scope of work would consist of the following: 655 S. Orcas St., Suite 220,Seattle, Washington 98108 Phone: 206-397-1487www.willamettecra.com Mike Perfetti Chinook Winds Public Access August 2022 WillametteCRA will review available records of prior construction,geotechnical exploration,and current elevationsto ascertain whether the Project has the potential to intersect with intact native sediments and toevaluate the potential for archaeological resources.WillametteCRA will complete a technical memo for review by the City and RCO. This memowill describe the Project areaand planned excavations depths, current Project area elevations and locations where proposed Project excavations may intersect with intact native sediments with potential to contain archaeological resources, and provide any recommendations regarding management of cultural resourcesthat may beappropriate. One internal draft will be prepared and submitted to the Cityfor review to ensure accuracy of project information as conveyed in the report.We assume all deliverable submittals will be electronic, as MS Word and/or PDF documents, and we assume the City will submit the memo to RCO for review.The WillametteCRA Principal Investigator will provide project oversight and lead production of project deliverables. The Project Manager will provide quality assurance, serve as primary contact to the City, and will provide timely communications regarding project timelineanddelivery,andwillprovide invoicing. Assumptions: i.Current elevation datawill be provided ii.Project shapefiles and detailed project plans will be provided iii.No fieldwork is necessary for the review although future phases may require fieldwork or monitoring Cost Proposal Fees willbe billed on an hourly not-to-exceed basis. A detailed budget is attached. Thisproposal also assumes that ground disturbance willbe limited to the areas depicted in the project plansprovided. Schedule WillametteCRA will begin taskswithin one weekof Notice to Proceedand receipt of plans and elevations; with adraft memo completed within approximately threeweeks. Accordingly, we anticipate the basic services to require up to fourweeks to complete.
