Council President Phelps called the Committee of the Whole
Meeting to order at 7:10 p.m.
Council President Phelps led the audience and Council Members in
the Pledge of Allegiance.

WENDY A. MORGAN, CHARLES E. SIMPSON.
Mayor Gary L. Van Dusen, Brad Collins (Planning Director),
Hubert Crawley (Fire Chief), Jim Haney (City Attorney), Don
Morrison (City Administrator), Don Pierce (Police Chief),
Byron Sneva (Planning Director).
The Tukwila Days Committee will meet on January 23 at 7:00 p.m.
at Tukwila Community Center. All citizens are urged to attend
and be a part of the plans.
The King County Library will have an open house on February 5
from 4:00 to 9:00 p.m. at the Foster Library, celebrating
forty years of reading pleasure.
Councilman Morgan reported on the Governor's Task Force on
Local Government. She was assigned to the topic of "Local
Government. Among other things, Boundary Review Boards were
discussed. The recommendations that were made will be used by
the governor -elect as reference material during the first part
of his administration.
Byron Sneva, Director of Public Works, said he would like to
add to the agenda the acceptance of the completed Foster Golf
Course construction of grass tees No. 11 and 17.
MOVED BY BAUCH, SECONDED BY SIMPSON, TO AMEND THE AGENDA AND
INCLUDE THE FOSTER GOLF COURSE CONSTRUCTION OF THE GRASS TEES.
MOTION CARRIED.
Brad Collins, Planning Director, said his Department is research-
ing the physical impact that will be made on the City if the
annexation of Fire District No. 1 takes place. The report
should be completed by the end of the month.
Councilman Morgan asked if the petition that has been submitted
to the City for the annexation of Fire District No. 1 is
sufficient for the City to proceed with an election. City
Attorney Haney said the City can call for an election now without
any further documents.

NECESSARY TO ANNEX FIRE DISTRICT NO. 1 BE ON THE AGENDA OF THE
NEXT REGULAR MEETING. MOTION CARRIED.
Council President Phelps reported a meeting will be held on
January 17 by Metro on the Tukwila Park and Ride project.
Cris Crumbaugh, Chamber of Commerce, announced the State Chamber
of Commerce will host a luncheon in Olympia on January 25 at
11 a.m. Repulblican and Democrat leaders will be in attendance.

Councilman Morgan requested staff rationale for Section 4
be supplied to the Council Members prior to the next Regular
Council Meeting.

Council President Phelps requested that a change be made in
Section 3(C), Page 3, and Section 4(D), Page 8, where reference
is made to the application fee. It should read: "A nonrefundable
application fee as set by resolution of the City Council
shall accompany each application...."
MOVED BY MORGAN, SECONDED BY BAUCH, THAT THE PROPOSED AMENDMENTS
BE PLACED IN THE PUBLIC SAFETY COMMITTEE. MOTION CARRIED.
MOVED BY MORGAN, SECONDED BY BAUCH, THAT THE FIRE PUMPER
REFURBISHMENT PROPOSAL BE PLACED IN THE PUBLIC SAFETY COMMITTEE.
MOTION FAILED, WITH MORGAN AND BAUCH VOTING YES.
Fire Chief Crawley said the City can acquire a structurally
sound used truck and rebuild it into a "new" fire
pumper. The cost would be $30,000 to acquire it and rebuild
($75,000) it over a period of two or three years. This acquisition would
not take the place of the new equipment that has been budgeted.
MOVED BY SIf1PSON, SECONDED BY DUFFIE, THAT THE FIRE PUMPER
REFURBISHMENT PROPOSAL BE PLACED ON THE AGENDA OF THE NEXT
REGULAR COUNCIL MEETING. MOTION CARRIED, WITH BAUCH AND MORGAN
VOTING NO.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE
BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION
CARRIED.
MOVED BY DUFFIE, SECONDED BY BAUCH, THAT ACCEPTANCE OF THE
CONSTRUCTION OF THE GRASS TEES ON FOSTER GOLF COURSE BE ON THE
AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED.
Councilman Bauch said the letter from the Planning Director has
asked that a soils report be made for the Valley View Estates
and it be done by an outside analyst. There is $14,000 in
Professional Services and the $8,500 could be taken from that
source. Should the budget fall short they will return that amount
to replace the funds.
MOVED BY BAUCH, SECONDED BY SIMPSON, THAT COUNCIL CONCUR WITH
THE RECOMMENDATIONS OF THE PLANNING DEPARTMENT. MOTION CARRIED.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE RESTRICTION ON THE
FIRE AND POLICE TRAINING CENTER BE LIFTED. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE COUNCIL RECESS
FOR FIVE MINUTES AND THEN GO INTO EXECUTIVE SESSION TO DISCUSS
LABOR NEGOTIATIONS AND THE ALLENBACH LAWSUIT. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY SIMPSON, TO GO OUT OF EXECUTIVE
SESSION. MOTION CARRIED.
MOVED BY MORGAN, SECONDED BY DUFFIE, TO ADJOURN THE COMMITTEE
OF THE WHOLE MEETING. MOTION CARRIED.
