COMMITTEE OF THE WHOLE MEETING Council Chambers
MINUTES
Council President Bauch called the Committee of the Whole Meeting
to order and led the audience and the City Council in the Pledge
of Allegiance.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE MINUTES OF THE
COMMITTEE OF THE WHOLE MEETING HELD JANUARY 14, 1985 BE APPROVED
AS PUBLISHED. MOTION CARRIED.

(COUNCIL PRESIDENT), WENDY A MORGAN, CHARLES E. SIMPSON.
Mayor Gary L. Van Dusen, Maxine Anderson (City Clerk), Jim Haney
(City Attorney), Lucy Lauterbach (Legislative Coordinator).
Lucy Lauterbach was introduced as Legislative Coordinator for
the City Council.
Dennis Hidell expressed his appreciation to the Council during his
term of employment as Legislative Coordinator.
Councilman Morgan stated the briefing paper prepared by the City
Attorney on the annexation was well done and presented much
information.
Councilman Bohrer stated the environmental impact statement prepared
by Metro on the ETS was incomplete and unsatisfactory.
Council President Bauch stated he has nominated Councilman Mabel
Harris as Council representative to COG, with Councilman Doris
Phelps as alternate. This will be on the agenda for the next
Regular Meeting of the Council.
Prop. amendments to MOVED BY SIMPSON, SECONDED BY DUFFIE, THAT THE PROPOSED AMENDMENTS
Valley Comm Agreement. TO THE VALLEY COMMUNICATIONS CENTER BE ON THE AGENDA OF A REGULAR
MEETING OF THE CITY COUNCIL. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE PROPOSED RESOLUTION
BE PLACED IN THE FINANCE AND PERSONNEL COMMITTEE. MOTION CARRIED.
MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE COUNCIL
RETREAT IN 1985. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE RETREAT
TOWN. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY BOHRER, THAT THE RETREAT
A SATURDAY AND SUNDAY. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE COUNCIL

MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE COUNCIL RETREAT BE
HELD ON FEBRUARY 16 AND 17, 1985. MOTION CARRIED.
(2) Council Procedures
(a) Agenda Items Council President Bauch stated administration should give items
to the Council President for placement on the agenda.
When an item has been placed in Committee, the Committee should
report back to the Council if that item has been purged from the
Committee agenda.

(c) Analyst Work Council President Bauch proposed setting up a priority system of
Assignments. major and minor items as work assignments for the Legislative
Coordinator.
Committee meeting days The following committees were announced by Council President
times. Bauch:

(d) Consent Agenda Council President Bauch stated when a matter is brought from the
Committee of the Whole meeting it should be on the Consent
Agenda of the Regular Meeting. The matter can be removed from
the Consent Agenda at the Regular Meeting if the City Council
Members desire further discussion.
Transportation Committee: Chairman Mabel Harris, Committee
members Bud Bohrer and Wendy Morgan. Meetings wll be on Tuesdays
following the Regular Meeting at 5:15 p.m.
Utilities Committee: Chairman Joe Duffie, Committee members
Charles Simpson and Doris Phelps. Meetings on Wednesdays
following the Committee of the Whole meetings at 5:15 P.M..
Public Safety and Health Committee: Chairman Wendy Morgan,
Committee members Mabel Harris and Doris Phelps. Meetings will
be held Wednesdays following Regular Meeting at 5:15 p.m.
Finance and Personnel Committee: Chairman Charles Simpson,
Committee members Mabel Harris and Bud Bohrer. Meetings on the
first and third Mondays at 5:45 p.m.
Community Affairs Committee: Chairman Bud Bohrer, Committee
members Charles Simpson and Joe Duffie. Meetings on Wednesday
following Regular meetings at 5:15 p.m.
Parks and Recreation Committee: Chairman Doris Phelps,
Committee members Wendy Morgan and Joe Duffie. Meetings on
2nd and 4th Mondays at 5:15 p.m.
MOVED BY MORGAN, SECONDED BY DUFFIE, THAT THE COMMITTEE OF THE
WHOLE MEETING ADJOURN. MOTION CARRIED.
