Council Chambers CALL TO ORDER and PLEDGE OF ALLEGIANCE ROLL CALL OFFICIALS IN ATTENDANCE REPORTS Mayor Arts Commission Receipt of Petition Council President P S C O G Tukwila Days City Administrator Hazelnut Excuse Council Member Harris CONSENT AGENDA NEW BUSINESS Formal Motion Regular Meeting M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. LIONEL C. BOHRER, EDGAR D. BAUCH, Council President, DORIS E. PHELPS, JOE H. DUFFIE, WENDY A. MORGAN, CHARLES E. SIMPSON. JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk, DON MORRISON, City Administrator, DON PIERCE, Police Chief. Mayor Van Dusen reported that Lynn Devoir has volunteered to be the employee representative to the Art Commission. Mayor Van Dusen read a petition signed with 30 signatures asking that the City Street Department not sand South 144th between 56th and 58th for a period of 48 hours after a snow fall. They want to use the area for sledding. Council President Bauch reported that he has appointed Council Member Harris as the representative to Puget Sound Council of Governments and Council Member Phelps as alternate. Council Member Phelps offered to represent the Council on the Tukwila Days Committee. Don Morrison, City Administrator, offered that the next issue of the Hazelnut would be the annual report and include pic- tures of Council, Administration, Employees, and Boards and Commissions. MOVED BY BAUCH, SECONDED BY PHELPS, THAT COUNCIL MEMBER HARRIS BE EXCUSED FROM THE MEETING. MOTION CARRIED. a. Approval of Minutes: January 21, 1985 b. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THIS BE DESIGNATED AS A FORMAL MOTION OF THE COUNCIL. MOTION CARRIED. *MOTION CARRIED. Agreement (continued) Proposed Resolution Establishing a system of Formal Motions to record actions of the City Council Mayor Van Dusen reported that if he is unable to attend the Valley Com. Meeting his designee will be the Mayor Pro -Tem. An Administrative Policy will be drawn up and distributed. Council President Bauch said he has been concerned for some time in tracking policy statements of the Council. The only way to find them is to research the minutes. We need a system to index these motions. His proposal is to recognize, at the time of passage, that it is an item Council wants to keep track of. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read a resolution of the City of Tukwila establishing a system of formal motions to record actions of the City Council. MOVED BY PHELPS, SECONDED BY SIMPSON, THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Councilman Bohrer offered two amendments to the Resolution. First, "a log of Formal Motions is to be maintained which shows the number and short title." It is essential that Council knows what the status of the Resolution is, what the disposition is. MOVED BY BOHRER, SECONDED BY BAUCH, THAT, UNDER SECTION 2, LAST PARAGRAPH, BE AMENDED TO READ: "A LOG OF FORMAL MOTIONS IS TO BE MAINTAINED WHICH SHOWS THE NUMBER, SHORT TITLE AND DISPOSITION OF ALL MOTIONS PASSED." MOTION CARRIED. MOVED BY BOHRER, SECONDED BY MURGAN, THAT THE SIGNATURE BOX PROVIDED FOR THE MAYOR OF THE CITY BE DELETED FROM THIS RESOLUTION Mayor Van Dusen said he prefers to sign the Resolution to show that he knows about the Resolution and agrees with it. Council President Bauch noted that a lot of the Council Resolutions authorize the Mayor to do something and then the Mayor signs them. This is the reason why the Council President's signature is required by Ordinance #1311. ROLL CALL VOTE: BOHRER YES BAUCH YES PHELPS NO DUFFIE NO MORGAN YES SIMPSON NO *MOTION FAILED: 3 YES, 3 NO *MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE CITY AT- TORNEY'S OPINION REGARDING THIS ISSUE BE ON THE AGENDA FOR A FUTURE COMMITTEE OF THE WHOLE MEETING.* MOVED BY BOHRER, SECONDED BY MORGAN, THAT THIS ITEM BE TABLED TO THE COMMUNITY AFFAIRS COMMITTEE UNTIL SUCH TIME AS THE COMMITTEE HAS REVIEWED THE ATTORNEY'S REPORT ON THIS SUBJECT.
