Council Chambers CALL TO ORDER and PLEDGE OF ALLEGIANCE ROLL CALL OFFICIALS IN ATTENDANCE REPORTS Mayor Reappointment to Planning Commission Appointment to the Arts Commission Amend Agenda Ordinance #1343 Annexing certain real property commonly known as the McMicken Hts. annexation Audience Comments Regular Meeting M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. LIONEL C. BOHRER, MABEL J. HARRIS, EDGAR D. BAUCH, Council President, DORIS E. PHELPS. JOE H. DUFFIE. WENDY A- MORGAN. CHARLES E. SIMPSON, JAMES HANEY. City Attorney; MAXINE ANDERSON. City Clerk; DON MORRISON, City Administrator; DON PIERCE. Police Chief; HUBERT CRAWLEY. Fire Chief; BYRON SNEVA, Public Works Director. Mayor Van Dusen introduced two new Police Officers, Richard Sanborn and Chris Hurst. He administered the oath of office to the new employees. He also introduced the new Police Department Secretary, Kathy Martinson. Mayor Van Dusen announced that Police Officer, Tom Kilburg, has been selected "Employee of the Year" for the Department. Officer Kilburg has been an employee of the City for 13 years. He was presented a plaque honoring the occasion. Mayor Van Dusen asked Council to concur with his reappoint- ment of Richard Kirsop to Position #6 and Dave Larson to Position #7 on the Planning Commission. MOVED BY BAUCH. SECONDED BY HARRIS. THAT COUNCIL CONCUR WITH THE APPOINTMENT OF RICHARD KIRSOP AND DAVE LARSON TO THE PLANNING COMMISSION. MOTION CARRIED. Mayor Van Dusen submitted the name of Dennis Hidell to fill Position #5 on the Arts Commission. MOVED BY BAUCH, SECONDED BY DUFFIE. THAT COUNCIL CONCUR WITH THE APPOINTMENT OF DENNIS HIDELL TO THE ARTS COMMISSION. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY DUFFIE, THAT ITEM 8B BE CONSIDERED AT THIS TIME. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, annexing certain real property commonly known as the McMicken Heights annexation, providing that said annexed area shall not be required to assume any share of the City's existing indebtedness and establishing an effective date. MOVED BY DUFFIE. SECONDED BY PHELPS, THAT ORDINANCE NO. 1343 BE ADOPTED AS READ.* George Hill, 5618 So. 147th. said he got a bit irritated because the citizens of the area did not want to assume their share of the City's bonded indebtedness. The Council has been frugal over the past 20 years and the bonded indebtedness is small. The City purchased 14 acres to serve that area. Ordinance 1343- Recreation Program Policy Renaming the Foster Bridge PRESENTATION Light Rail Transit Alignment City built. There were a lot of people who spent a lot of hours and a lot of work to build it into what it is today. It irritates me that I am going to keep on paying, and this new area will get by without. We did our part; now, new citizens, how about joining in and doing your part. Mildred Heppenstall, 16615 53rd Ave. So., noted that people are willing to accept the benefits and disregard the obliga- tions. She quoted from a poem by Edna Ella Wheeler Wilcox telling of the two kinds of people on earth; the Lifters and the Leaners. The people up on the hill are willing to accept all the services from the City. Council, by accepting their offer and demands, must seriously consider the dangerous pre- cedent which will be set. What will others demand to join our City. The poem ends, "In which class are you? Are you easing the load of over taxed Litters who toil down the road or are you a Leaner who lets others share your portion of labor and worry and care." Council President Bauch said he was disappointed when he read that the people voted against assuming the outstanding indeb- tedness. But knowing the history of that annexation, you can understand how misinformation that was sent out confused people and caused them to not understand the indebtedness. We are only asking each home to assume the total debt of $90.00 They had already voted to tax themselves for fire ser- vice. We are not setting a precedent; it is well within the guildelines of our annexation policy. *MOTION CARRIED. Councilman Bohrer recommended that Administration give very serious consideration to the City pr the services directly. The actions of the local /d; have been irresponsible to the residents who pay the taxes. Attorney Haney said that the statute provides that the fire protection district shall provide fire protection to the annexed area for such period as the District continues to collect taxes levied on that area. The City will not start collecting taxes from the area until January 1. 1986. Mayor Van Dusen said he would like to have an Ad Hoc Citizen's Committee from the area to get their input on fire service. Councilman Bohrer suggested that the Fire District be reminded of the State Law and their obligation. MOVED BY PHELPS, SECONDED BY MORGAN, TO REFER THE RECREATION PROGRAM POLICY TO THE PARK AND RECREATION COMMITTEE FOR FUTURE CONSIDERATION. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY PHELPS, THAT THE RENAMING OF THE FOSTER BRIDGE BE SENT TO THE COMMUNITY AFFAIRS COMMITTEE. MOTION CARRIED WITH MORGAN VOTING N0. Jim Jacobson of Metro explained that the Multicorridor Project is a two year effort to examine long range transit improvements in the major corridors north, south and east of downtown Seattle. Long range means generally the year 2000 and beyond. The purpose of the project is to evaluate bus alternatives to determine which might be the best for the TUKWILA CITY COUNCIL, REGULAR MEETING February 19, 1985 Page 3 PRESENTATION Cont. Light Rail Transit Alignment CONSENT AGENDA OLD BUSINESS Report on the ETS region fifteen or twenty years from now. This will include looking at a bus rail system; when should the region go to this; how much would it cost; and how would it be financed. Light rail is a rail technology that runs on electricity from overhead wires. The South Corridor is the area from downtown Seattle to the Pierce County Line and meets the East Corridor at May Creek north of Renton. Guidance for the staff for this project is provided by a Steering Committee made up of 15 Elected Officials. Jack Lattemann of the Metro staff showed maps of the 6 dif- ferent alignments being considered at this time for the South Corridor and explained wh they were being considered. It is estimated that the vehicles will travel 40 to 45 miles per hour. a. Approval of Minutes February 4. 1985 b. MOVED BY DUFFIE, SECONDED BY PHELPS, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED. Byron Sneva. Public Works Director. reported on the alignment of the Renton Effluent Transfer Pipeline as it crosses the Golf Course. It will run along the river on the 12 fairway- This allows the area to be used for play with temporary greens. The plan is to have this section completed by May of next year with restoration completed during the summer. The construction area will be completely isolated from the golf play. Councilman Simpson reported that the Utilities Committee reviewed this alignment and had no problem with the proposal. NEW BUSINESS Proposed Resolution- MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE PROPOSED Establishing fees for RESOLUTION ON ESTABLISHING FEES FOR EXCAVATION PERMITS BE excavation permits REFERRED TO THE COMMUNITY AFFAIRS COMMITTEE.
