Council Chambers Regular Meeting CALL TO ORDER and PLEDGE OF ALLEGIANCE OFFICIALS IN ATTENDANCE REPORTS Mayor City Attorney CONSENT AGENDA M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. ROLL CALL MABEL J. HARRIS, EDGAR D. BAUCH, Council President, DORIS E. PHELPS, WENDY A. MORGAN, CHARLES E. SIMPSON. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL MEMBERS BOHRER AND DUFFIE BE EXCUSED FROM THE MEETING. MOTION CARRIED. JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk; DON MORRISON, City Administrator; BYRON SNEVA, Public Works Director; BRAD COLLINS, Planning Director. Mayor Van Dusen announced that Ann Crain does not wish to be reappointed to the Parks Commission. He hopes to have some volunteers for Commissions from the new area. Personnel Office Council Member Morgan requested that the term "Personnel Office" not be used until Council creates the office. Don Morrison, City Administrator, reminded Council that the budget contains a separate Personnel /Civil Service section. Attorney Haney reported on the City of Seattle vs. State Lawsuit (Seattle -South Park Annexation Lawsuit). On January 11, 1985, the Supreme Court rendered a decision; since then, the opponents of the annexation have filed a motion asking that the Supreme Court reconsider its decision. This action stays the enforcement of the decision until the recon- sideration is decided. Seattle is, at this time, preparing a response to the motion for reconsideration. Once this is filed, the Supreme Court will make its decision. It could happen at any time. a. Approval of Minutes: March 4, 1985 b. PUBLIC MEETING SEPA Ordinance Revisions OLD BUSINESS Ordinance #1344 Relating to rules for the implementation of SEPA NEW BUSINESS Ordinance #1345 Relating to signa- tures of the Mayor and Council Members on resolutions Council's Work Plan MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED. Mayor Van Dusen asked for comments from the audience on the revisions to the SEPA (State Environmental Policy Act) Ordinance. There were no comments. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, amending Sections 3(4), 4, 5(2) and (3), 6, 9, 11(1) (d) and (e), 13(1), 14(2),(3) and (8), 16(1) and (2), 19(5), 25(3) and (6), 26(2) and 30(1) of Ordinance No. 1331 of the City, repealing Section 24(3) of Ordinance 1331 relating to rules for the implementation of SEPA and establishing an effective date. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT ORDINANCE NO. 1344 BE ADOPTED AS READ. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, amending section 2.04.150 of the Tukwila Municipal Code to add a new Subsection 4 relating to special presentations on key agenda items, amending Section 2.04.170(f) of the Tukwila Municipal Code relating to signa- tures of the Mayor and Council members on Council resolutins and establishing an effective date. MOVED BY BAUCH, SECONDED BY HARRIS, THAT ORDINANCE NO. 1345 BE ADOPTED AS READ.* Mr. Morrison asked Council President Bauch if it is the intent of the ordinance that the statutory separation between Legislative and executive be maintained. Council President Bauch said it is. He reviewed past resolutions and found that most of them authroize the Mayor to do something, set up a procedure of the City Council or those that set up inter- nal rules of operation. *MOTION CARRIED WITH SIMPSON VOTING NO. Council President Bauch explained that the Council's Work Plan came forward from the Committee of the Whole. Council Member Harris asked to have the two due dates changed on Goal I to 4 -16 and 5 -6; everyone agreed. There were no other com- ments on Goal I Promote and maintain active communications with members of the Tukwila Community. There were not changes made to Goal II Ensure the effective and efficient allocation of fiscal and other resources to meet organiza- tional and community needs; and maintain an advocacy role for City interests with other governmental agencies. Under Goal III Provide an environment to encourage growth and develop- ment which will enhance the quality of life and image of the Tukwila area -it was noted that #1, Finish SEPA Ordinance, has been completed. Council's Work Plan (Continued) City Vehicles ADJOURNMENT 8:25 p.m. Goal IV is to develop and maintain comprehensive plans and policies consistent with the development potential of the community. Councilman Simpson said the Finance Committee discussed the long -range financial planning model. The sta- tistical data will be available by June 30, and by 9 -30 a fixed asset system and the Capital Improvement Program will be completed. Then, possible, the working system could be implemented by 9/30/85. It was decided that 6 -30 would be a check point. Under, develop storm drainage plan, the word "plan" was changed to "policies" and the 8/31/85 due date will be used as a check point. Goal V-- Establish and maintain effective Council working pro- cedures. Develop and maintain credible and accountable methods of evaluating impacts or results of Council actions- was approved with the joint spring retreat being set for 4/13/85. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE COUNCIL GOALS AND THE DATE LINES, AS AMENDED BE ADOPTED AS THE GOALS OF THE COUNCIL FOR 1985. MOTION CARRIED. Council President Bauch said that if City employees are taking cars home, he would like to know what law grants the authority.
