MOVED BY BAUCH, SECONDED BY SIMPSON, THAT COUNCIL MEMBER PHELPS BE EXCUSED FROM THE MEETING. MOTION CARRIED. JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk; DON MORRISON, City Administrator; BYRON SNEVA, Public Works Director; ALAN DOERSCHEL, Finance Director. Mayor Van Dusen introduced two members of the 1985 Foster High School Graduating Class, Lynne Hewett and Howard Scholzen, who were attending activities at City Hall during City Government Day. Mayor Van Dusen presented a 10 year service pin to Jay Todd, a Sergant in the Police Department. Mayor Van Dusen read a proclamation requested by the students of the South Central School District declaring April 19 April 28, 1985 as Spring Rally Cleanup and Recycling Week. He presented a copy of the signed proclamation to the Student Representatives. Mayor Van Dusen recommended the following appointments to the Park Commission and asked Council to concur: Marilyn Stoknes, Position #4 Cindy McKenna, Position #5 Reappointment of: Wynn Anderson, Position #2 MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE CITY COUNCIL CONCUR WITH THE MAYOR'S APPOINTMENTS. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE AGENDA BE AMENDED TO ALLOW A SPECIAL PRESENTATION. MOTION CARRIED. Council Member Phelps arrived at the meeting. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED JOINT RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED. Mayor Van Dusen introduced Cris Crumbaugh who has been employed by M. A. Segale, Incorporated, for the past ten years. Mr. Crumbaugh has recently resigned from the firm and is making a change in his career. Mayor Van Dusen read a joint Resolution of the Mayor and Tukwila City Council thanking Cris Crumbaugh for his interest and dedication to the City of Tukwila. Report on Sales Tax CITIZEN'S COMMENTS Amend Agenda Resolution #947 To improve inter- action encourage participation of the Foster High students in City Government Request for signing, sight distance problem Cont. Councilman Bohrer commented that Cris has been the most faithful person to attend Council meetings. He has given legal advise at times and served the City well. Whether Council agreed or disagreed with him, he has always been agreeable. Council will miss him. Council Member Harris said Council has really benefited from Cris' comments. Council Member Phelps said she agrees and has received valuable help from Cris when she was Council President. *MOTION CARRIED. Council President Bauch reported that the special Council Committee met with Metro this afternoon on the Effluent Transfer System and was unable to solve any of the problems. Alan Doerschel, Finance Director, reported that information on the current period sales tax was received today, and it is only a 2% increase over the estimate. Lynne Hewett and Howard Scholzen of Foster High School pre- sented Council a petition asking that Council recognize City Government Day in Tukwila and continue it in future years. They have been visiting City Hall and learning how City Government works. A resolution was submitted for Council consideration. MOVED BY BOHRER, SECONDED BY PHELPS, THAT THE AGENDA BE AMENDED TO CONSIDER THE RESOLUTION. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED. City Attorney Haney read a resolution of the City of Tukwila, Washington, to improve interaction and encourage par- ticipation of the Foster High School students in Tukwila City Government. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT RESOLUTION NO. 947 BE ADOPTED AS READ.* MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE RESOLUTION BE AMENDED BY CHANGING THE TITLE TO READ "A JOINT RESOLUTION OF THE MAYOR AND TUKWILA CITY COUNCIL..." AND THE MAIN BODY TO READ "THE MAYOR AND TUKWILA CITY COUNCIL RECOGNIZE.... MOTION CARRIED. *MOTION CARRIED AS AMENDED. Wayne Carter, audience, said he has lived on 55th Avenue South for 9 years, and all of this time there has been a sight distance problem. When you approach from the west, the left turn on to 55th from So. 144th, there is a very bad sight distance problem. He suggested adding another "dangerous intersection ahead" sign about 50 yards east of the intersection. The traffic going west on South 144th is exceeding the speed limit making it difficult to make the left turn at a safe speed. Mayor Van Dusen turned the problem over to the Public Works Director for study. Acknowledge receipt of the report entitled "Design Report Minkler Blvd., Andover Park West to Southcenter Parkway" dated January, 1985, approve final payment for the work and place report in the Transportation Comm. e. Acknowledge receipt of report entitled "South 188th Connector; Final Location and Feasibility Study and Regional Travel Impact Report" dated December 1984, approve final payment for the work and place report in the Transportation Comm. for further study. f. Authorize Call for Bids for Janitorial Services for City Hall, Shop Office, Community Center, Library and Park Restrooms. MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED.* Council Member Morgan asked to have Item A removed. Councilman Bohrer asked to have Item E removed. *MOTION CARRIED. MOVED BY BAUCH, SECONDED BY PHELPS, THAT BID FOR CONSTRUCTION OF 55TH AVENUE SOUTH AND SOUTH 144TH BE AWARDED TO FORD CONSTRUCTION COMPANY, THE LOW, BIDDER, IN THE AMOUNT OF $288,421.46.* Byron Sneva, Public Works Director, reported that Ford Construction is a qualified contractor capable of handling this project. Two years ago they constructed the Christensen Road Project within the allotted time and budget. *MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Wash., creating the Tukwila Economic Development Corporation; approving the Charter and Bylaws; and appointing the Directors of said public corporation. Request -Save tree Item A, Minutes Item E, Acknowledge receipt of report entitled "So. 188th Connector" MISCELLANEOUS Proposed Budget Policies for 1986 EXECUTIVE SESSION 8:01 p.m. 8:24 p.m. ADJOURNMENT 8:25 p.m. MOVED BY SIMPSON, SECONDED BY DUFFIE, THAT ORDINANCE NO. 1347 BE ADOPTED AS READ. MOTION CARRIED. Mr. Carter, audience, asked if the City would try to save the tree on his property near the construction area. He was assured that the inspector on the job would take a good look at it. MOVED BY MORGAN, SECONDED BY HARRIS, THAT COUNCIL MINUTES ON APRIL 1, 1985, BE APPROVED. MOTION CARRIED. Councilman Bohrer said he pulled this item from the Consent Agenda because there were people at the last Council Meeting to discuss the proposed South 188th Connector. Based on these discussions, further work on this item is necessary to address the concerns that have been raised and to clarify the aspects of it which may not have been apparent to everyone involved. Further analysis is necessary to address the con- cern that this route would cause a division in access within the C.B.D. If this is happening, Council should be aware of it MOVED BY BOHRER, SECONDED BY PHELPS, THAT COUNCIL ACKNOWLEDGE RECEIPT OF THE REPORT ENTITLED "SOUTH 188TH CONNECTOR; FINAL LOCATION AND FEASIBILITY STUDY AND REGIONAL TRAVEL IMPACT REPORT" DATED DECEMBER, 1984, APPROVE FINAL PAYMENT FOR THE WORK AND PLACE REPORT IN THE TRANSPORTATION COMMITTEE FOR FURTHER STUDY. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY MORGAN, THAT THE PROPOSED BUDGET POLICIES FOR 1986 BE REFERRED TO THE FINANCE AND PERSONNEL COMMITTEE FOR A RECOMMENDATION BACK TO COUNCIL. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY HARRIS, THAT COUNCIL GO INTO EXECUTIVE SESSION AFTER A FIVE MINUTE RECESS. MOTION CARRIED. Executive Session called to discuss current Labor Negotiations. MOVED BY MORGAN, SECONDED BY DUFFIE, THAT THE EXECUTIVE SESSION BE CLOSED. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE REGULAR MEETING OF THE TUKWILA CITY COUNCIL ADJOURN.
