Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order and led the audience in the Pledge of
Allegiance.

Brad Collins, Planning Director, explained that the City was
contacted by the applicants. They had other commitments for
this evening and have requested that the hearing be con-
tinued. It was agreed by all participating parties that the
hearing would be held on July 15, 1985. Mr. Richard Taylor,
representing the Sunwood Homeowners, agreed that be the 15th
everyone should be prepared and can all meet together at one
meeting.
Attorney Haney recommended that the Public Hearing be
declared open and then continued by motion. This avoids the
need to go through the notification procedures again.
Mayor Van Dusen declared the Public Hearing open on the
appeal request of Windmark Homes.

Wes Frysztacki, Director of Transportation for the PSCOG,
started with a 12 minute slide presentation to familiarize
everyone with the Multi- Corridor Project. Mr. Frysztacki
explained that the Steering Committee is composed of 15
people; seven are appointed by the Chairman of the Council;
seven by the President of the Puget Sound Council of
Governments; and one appointment is made by Duane Berentson,
State Department of Transportation. The South Corridor is
only represented by Mayor Hogan and a Councilman from Tacoma.
The South Corridor is not as well represented as other
geographical regions. The steering committee has identified
the alignment that goes down Interurban Avenue, past City
Hall and past the airport on 99 as their preferred alignment.
The issue is whether or not this is the appropriate
alignment.
There has been some comment that alignment No. 8 through the
valley needs more study. Community meetings are being held
to get input from the public so the Steering Committee can
re- examine their decisions.
Council Member Phelps noted, for the record, comments she has
made before the Multi- Corridor Steering Committee. The
South Corridor is the third Corridor that will receive con-
sideration for funding and construction. She would like to
have both the east and the valley alignments supported. In

the future years there needs to be some study of the impact
of future local transportation improvements as recommended by
the South King County Transportation Task Force, and, also,
a closer look at the growth that is occurring on the Soos
Creek Plateau and East King County which would have an impact
on the No. 8 route.
Council Member Harris gave some background on the Corridor
study. The South Corridor is far in the future. We should
not close the door on just one route. The employment empha-
sis could shift or the population increase in different
areas. Hopefully, the South will get more representation on
the Committee.
Council Member Morgan noted that many people travel east and
west to get to work on the east side. A plan that does not
examine travel to and from the valley floor from the east
side and to and from the north and south to the east side is
short sited. This should be considered. Metro needs to look
realistically at where people will be working and where they
will be commuting to in the future. It is not really what is
going on right now.
Council Member Phelps said she envisions the whole thing and
have for a number of years because we about it here in Tukwila
City Hall for at least 10 years that I am aware of is that there
would be an LRS that goes from Everett to Olympia and serve the
region. It would be a regional system. And, my remarks about 1B;
since it runs through the employment center of the Valley and then*
Police Chief Don Pierce introduced Dr. Donna Schram, Director
of Urban Policy Research. Dr. Schram said her firm conducted
the Management Audit of the Tukwila Police Department. They
reviewed the current organizational structure of the
Department and recommended changes, reviewed management and
administration and recommended changes, reviewed current
staff and service levels and developed recommended changes in
manpower allocation, and last, they reviewed existing
staffing and service levels and recommended changes to
improve the efficiency and avoid duplication. The review
considered the feasibility of automating records and reports.
She said they found a department that had considerable turn-
over the past several years, that was operating with a new
Chief and new middle management personnel. None of the stan-
dard rules for identifying service levels and work loads work
in Tukwila with the small residential population and a huge
day time population. Dr. Schram reviewed, quickly, the con-
tents of the report. Chapter six dealt with staffing and it
was recommended that there be two mid management commander
positions created and that these two positions be exempt from
Civil Service. It was further recommended that one addi-
tional patrol or K -9 officer is needed to maintain service
and response times at current levels. They saw no need to
increase staff in the Detective Division. Dr. Schram
concluded by saying the Department is well managed.

City Attorney Haney read a resolution of the City Council of
the City of Tukwila, Washington, approving an Interagency
Agreement between the City of Tukwila and the Municipality of
Metropolitan Seattle for the ETS Construction and authorizing
the Mayor to sign such agreement.

Councilman Bohrer noted Section 14, Line 12, "The compen-
sation payable by Metro for such easements and golf course
revenue losses shall be based on and established by an M.A.I.
appraisal...." He questioned whether the use of an M.A.I.
appraisal is appropriate for revenue losses to the golf
course. Attorney Haney explained that one approach
appraisers use is the income approach which is normally used
on income producing property such as the Golf Course. The
appraiser will consider both the market value of the land and
the loss of income that will accrue to the business located

on the property. Councilman Bohrer clarified that in deter-
mining what the compensation payable for the easement might
be, a market value method would be appropriate but for the
revenue lost, the income approach would be appropriate.
Councilman Bohrer said he had hoped the final agreement would
include a brief project description. In establishing what we
are agreeing to, a simple overview would be desireable as
part of the agreement.
Councilman Bohrer commented that if you compare the total
package costs for Seattle, King County and Tukwila versus the
mitigation in Seattle, King County and Tukwila, Metro says
that Tukwila is receiving more than its share. But, if you
take the number more appropriate to mitigation, Tukwila is
receiving substantially less than are the others. For
understanding of what Tukwila's position is and what some of
the problems are, we need to separate the items in Exhibit B.
He suggested that the following numbers go on the mitigation
list: 11, 12, 13, 15, 18, 19, 20, 21, 22, 23, 25 and 26.
This comes to a total of $710,000, about one -third of what
Metro claims it to be.
The criteria he used for mitigation are that these are items
the City would do even if there were not ETS project.
Mr. Sneva noted Section 1, C which says "that all conditions
necessary for issuance of the Shoreline Substantial develop-
ment Permit for the ETS Project have been satisfied by
Metro." At this time the conditions have not been satisfied.
There are some final things that need to be clarified.
Councilman Bohrer said there are three issues that need to be
addressed further: (1) Attach the alignment; (2) Allow time
to review Exhibits C D; (3) Split apart Exhibit B to show
the mitigation.
Mr. Sneva said that the agreement is acceptable to Metro as
it is right now.

AMENDED BY ADDING "AT SUCH TIME AS THE SHORELINE PERMIT IS
COMPLETED AND APPROVED" TO THE END OF SECTION 1. MOTION

FURTHER AMENDED TO INCLUDE THE DESIGNATED ALIGNMENT WHICH IS

City Attorney Haney read an ordinance of the City of Tukwila,
Washington, vacating certain property located in the City of
Tukwila dedicated for street purposes, said property being
generally described as South 133rd Street lying easterly of
South 134th Place, amending the official street map of the
City, and establishing an effective date.
It was noted that the correct legal description has not been
prepared.

Wash., amending Section 2.42.040 of the Tukwila Municipal
code relating to persons included within the City's Civil
Service System, exempting the position of Assistant Police
Chief from Civil Service and establishing an effective date.

budget adopted by ordinance No. 1340 of the City as amended
by ordinance no. 1346 to reflect the addition and reorganiza-
tion.

Councilman Bohrer commented that another WHEREAS should be

choice is a difficult one and should be studied. This item

WRITTEN AND INCLUDED IN THE RESOLUTION. MOTION CARRIED.
Councilman Bohrer wrote the following for inclusion:
"Whereas, the Metro Corridor news dated March, 1985, indi-
cated the choice between Alignments 1B and 8 will be dif-
ficult, and construction of the south corridor is not
anticipated until after the year, 2000, so that ample oppor-
tunity exists for evaluation of these alternatives."
