Council Chambers Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. LIONEL C. BOHRER, MABEL J. HARRIS, EDGAR D. BAUCH, Council President, JOE H. DUFFIE, CHARLES E. SIMPSON. JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk; DON MORRISON, City Administrator, BYRON SNEVA, Public Works Director. Mayor Van Dusen asked Council to hold an Executive Session to discuss the N.A.A.C.P. Lawsuit. He reported that the Police Chief is out on disability with a minor injury. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT COUNCIL CONCUR WITH THE MAYOR'S APPOINTMENT OF JIM MCKENNA TO THE PLANNING COMMISSION TO FILL THE POSITION PREVIOUSLY HELD BY EILEEN AVERY. MOTION CARRIED. An ordinance of the City of Tukwila amending Sections 14.04.240(c), 14.16.030(1) and 14.16.065 of the Tukwila Municipal Code to raise the maximum limit on income necessary for senior citizens and disabled persons to qualify for reduced water and sewer rates. d. An ordinance of the City of Tukwila fixing the amount of compensation for City Council Members and repealing Section 1 of Ordinance No. 1102. MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED.* Councilman Bohrer asked to have Item 6d removed. *MOTION CARRIED. TUKWILA CITY COUNCIL, REGULAR MEETING July 1, 1985 Page 2 PUBLIC HEARING 6 -Year Transportation Byron Sneva, Public Works Director, reported three minor Improvement Program corrections to the proposed plan. The plan is for 1986 to 1991. The correct description for #10, Longacres Way, is "from SR 181 to the East Terminus." Priority #R -11 is So. 158th instead of 58th and the description is "from 46th Ave. So. to 51st Ave. So." NEW BUSINESS Mayor Van Dusen declared the Public Hearing open on the 6 -year Transportation Improvement Program. There being no comment from the audience, the Public Hearing was closed. Resolution #963 MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED Adopting a six -year RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Transportation Improve- ment Program City Attorney Haney read a resolution of the City Council of the City of Tukwila, Wash., adopting a six -year transpor- tation improvement program and directing the same to be filed with the State Secretary of Transportation and the Urban Arterial Board. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT RESOLUTION NO. 963 BE ADOPTED AS READ.* MOVED BY BOHRER, SECONDED BY DUFFIE, THAT PAGE 1 OF THE PLAN BE AMENDED BY INTERCHANGING ITEMS 5 AND 7. Councilman Bohrer commented that this would restore the 188th Connector to the 5th priority where it was last year. *MOTION CARRIED WITH HARRIS AND SIMPSON VOTING NO. Council Member Harris said the 188th Connector is not far enough along; it needs a lot of coordination with the other cities and more study. Councilman Simpson said 188th is not far enough along to warrant that high of a position. MOVED BY BOHRER, SECONDED BY BAUCH, THAT THE PLAN BE AMENDED BY COMBINING ITEMS R -5 AND R -19, MACADAM ROAD, AND RESTORE IT TO ARTERIAL STREET PROJECT RANKING #8. Councilman Bauch explained that as long as the project is in Residential, there is no chance of getting funding. Mr. Sneva explained that the street was designed to minimum U.A.B. standards. If it is in the Residential Program, the design standards could be reduced. However, by doing this, you eliminate any possibility of outside funding. Councilman Bohrer said this is a very expensive project. Moving this item to Arterial does not change the way the City might fund the project, but it does give the alternative of resubmitting it for UAB funds. *MOTION CARRIED WITH HARRIS AND SIMPSON VOTING NO. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE PLAN BE AMENDED BY MOVING ITEM #16 TO #32 POSITION. MOTION CARRIED. *MOTION CARRIED. Ordinance #1353 Accepting the trans- fer of 6 water meters Ordinance #1354 Fixing the amount of compensation for Council Members EXECUTIVE SESSION 8:05 P.M. ADJOURNMENT 8:20 P.M. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Wash., accepting the transfer of six water meters to single family residences on 55th Ave. So. and So. 140th Street from King County Water District No. 125. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT ORDINANCE NO. 1353 BE ADOPTED AS READ. MOTION CARRIED. Councilman Bohrer asked to have this ordinance removed from the Consent Agenda because the date of the last increase is incorrect. MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Executive Session called to discuss the N.A.A.C.P Lawsuit. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE EXECUTIVE SESSION BE CLOSED. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE MAYOR BE AUTHORIZED TO NEGOTIATE WITH THE SOUTH CENTRAL SCHOOL BOARD CONCERNING THE PROPERTY IN QUESTION. MOTION CARRIED.
