TFD personnel backed away from the structure and notified TPD of the situation. PD determined to make entry to the structure on Monday, February 28, 2000. We were notified in the morning that the raid was going to be made. In the early afternoon hours, we assembled with Seattle Police and Tukwila Police for a briefing. At 1450 hours on Monday February 28, 2000 we arrived at the scene (no spill or leak). Seven units were assigned to this incident. Sixteen personnel responded. We arrived on scene at 1450 hours and cleared at 2046 hours. The local station is ST53. The general description of this property is a single family dwelling with a detatched garage. Mutual aid was received from Seattle Fire Department. They sent one member of their haz-mat team to act as a liaison between Seattle PD Drug Lab Team and the Tukwila Fire Department. Initial actions taken were establishing hot, warm and cold zones, denying entry by non -fire and police personnel, and establishing command. We were asked by Seattle PD to provide an entry team in level "A" suits, and a backup team in the same. We also were asked to provide decon for all personnel involved in the incident. We had 5 members of our Hazardous Materials team on duty. All five are Haz-Mat Technicians. Chief Olivas, certified as a "Hazardous Materials Incident Commander", established Incident Command at the scene. He established himself as 47th Ave Command. Lt. M Grisham was assigned "Operations Officer", and Lt. J. Mosely assigned "Safety Officer". FF's Merle Brooks and Marco Kronen were assigned the "Entry Team", with FF's Mike McCoy and Mike Soss as back-up. Seattle Police provided a Chemist and two drug lab team members. The initial entry was by SPD to secure the scene and look for criminals. They found one occupant in the structure. He was brought out and put through a dry decon. We held up privacy screens and had the victim remove his outer clothing He was given a tyvek suit to wear. Following the initial entry by police units, a second team entered consisting of a chemist and two drug team members. Their entry was to determine drug lab presence. Our entry was for air monitoring and safety of entry members. Air samples were taken by Sensidyn tubes for ammonia, and an air monitor sampling for 02 levels and LEL. We started at the front door, and took samples prior to entering every room. All samples had zero readings. Seattle PD drug team members determined there was no evidence of a drug lab. Upon exciting the hot zone, all members were deconed in a solution of Tide soap. During a secondary search of the residence, Tukwila police found some items in question. I was asked to go in and look at them. We found a blue plastic drum, with the pouring port open, half full of a clear liquid on top of white sludge, with tubes and filters floating in it. Next to that was a five gallon metal can of Toluol. It had a hole punched in the center of the cap. In cupboards near these items were one gallon metal cans of solvents. Types were recorded by Tukwila PD. As we were searching around the room with the chemicals, a Sunpro, Inc. We assisted PD with removal of a safe that was bolted to the floor. We did not open the safe at the scene. It was turned over to PD, unopened. Alarm number 0000623 has been assigned to this incident.
