Council Chambers Regular Meeting CALL TO ORDER Mayor Van Dusen called the Special Meeting of the Tukwila and City Council to order and led the audience in the Pledge of PLEDGE OF ALLEGIANCE Allegiance. ROLL CALL LIONEL C. BOHRER, EDGAR D. BAUCH, Council President, JOE H. DUFFIE, WENDY A. MORGAN, CHARLES E. SIMPSON, MABEL HARRIS. OFFICIALS IN ATTENDANCE BID AWARDS Foster Park Drainage Plan Christensen Greenbelt Park Trail LARRY MARTIN, City Attorney; MAXINE ANDERSON, City Clerk; BRAD COLLINS, Planning Director; DON MORRISON, City Administrator; DON PIERCE, Police Chief; DON WILLIAMS, Parks and Recreation Director. Don Williams, Parks and Recreation Director, explained that the two projects are more involved than a normal award because of the financing and funding. The first project is the Foster Park Drainage. He recommended the award go to the low bidder, Robertson Landscaping, including one alternate for the irrigation system. However, there are insufficient funds to pay the contractor, so a budget transfer is necessary. They are recommending that $13,000 be transferred from Land Acquisition, Building and Development Fund (Dike Construction Monies) to the Foster Park Drainage Project. Mr. Williams explained that the City is receiving $20,000 in Block Grant Funds and eventually, the Budget will have to be amended to appropriate these funds to also be used for this project. The total of all funds is $51,149. Council President Bauch asked the Attorney if the bid could be awarded if the money is not in the budget. Attorney Martin said Council is authorized to award the bid provided there is sufficient security so that you can come up with the funding. Mr. Williams explained that in the second project, Christensen Trail Award, part is dike work and part trail construction. These have to be kept separate because I.A.C. won't pay for dike work. Councilman Bohrer said he wants to see the Christensen Trail go forward. Mr. Williams said that there will sufficient funds to do the specific dike work requested at this time. The work to be done is to raise the eight thousand foot trail to the One- Hundred Year Flood level and pave the trail. At a later time a concrete retainer wall will be installed to make it two feet above the One- Hundred Year Flood Plain. It will not be necessary to come back to Council for additional funds. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL AWARD THE BID FOR FOSTER PARK DRAINAGE TO ROBERTSON LANDSCAPING IN THE AMOUNT OF $57,500.99 PLUS ALTERNATE #3 FOR $2,360.31, AND ALSO APPROVE BUDGET TRANSFER NO. 85 -06 FOR $13,000. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT COUNCIL AWARD THE BID FOR CHRISTENSEN GREENBELT PARK TRAIL TO C R CONSTRUCTION IN THE AMOUNT OF $104,438.91 PLUS ALTERNATE #1 FOR $10,862.10 AND THAT BUDGET TRANSFER NO. 85 -07 FOR $43,000 BE AUTHORIZED. MOTION CARRIED. Don Morrison, City Administrator explained that the Police contract arrived today, it is still in draft form. Administration has reviewed and approved it. He explained the major changes made this year. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION FAILED. MOVED BY MORGAN, SECONDED BY SIMPSON, THAT THIS BE PUT FORWARD TO THE REGULAR COUNCIL MEETING WITH ANY CORRECTIONS MADE TO THE MEMORANDUM DATED JULY 22, 1985 AND THE CONTRACT TO BE IN THE COUNCIL PACKET FOR THE REGULAR COUNCIL MEETING. MOTION CARRIED WITH DUFFIE VOTING NO. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE SPECIAL MEETING OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED. G Yusen, Mayor 1 axine ,Anderson, City Clerk
