Six units were assigned to this incident. Thirteen personnel responded. We arrived on scene at 1209 hours and cleared at 1716 hours. The incident occurred at 12400 E Marginal Wy S, Tukwila in District 015. The local station is ST53. The general description of this property is business office. The primary task(s) performed at the scene by responding personnel was investigation. Mutual aid was received on this incident. 1 Sunpro, Inc. FireRMS 5.0 Version: 2.0.25 E53 originally responed to an investigation of a propane odor both inside and ouside of the Group Health building at 12400 E Marginal WY S.The building had been evacuated upon our arrival. E53 investigated while L54, A54 and E52 stood by on E Marginal. Our Investigation revealed that there was no natural gas service to the building and that there was no internal source that could be attributed to a propane leak. At the time that we entered the building there was a very slight odor that was similar to propane inside the building. It was determined that the odor had probably entered through the building's ventilation system. According to the building security and management personnel the odor had greatly dissapated from the buiding. There were ongoing excavation activities on side C of the building, but there had been no damage done to any gas lines as they did not exist. We received information that some sort of chemical release may have occurred at the Metro facility just north of our location. The existing wind conditions, although light, may have also contributed. I sent E52, with Haz-Mat technicians on board, to the Metro facility to investigate. E52 made contact with Talon K. Swanson, Environmental Compliance/Waste Minimization Specialist Power and Facilities Section, at Metro. Their investigation revealed that some biproducts may have been released during the cleaning of storage tanks for a fuel -water separator. Together they determined that the release was not of any toxic nature. At this point all units stood by so that E53 and A54 crews could determine if any of the evacuated employees were requesting medical attention. Based on the information from E52 I determined that the building could be reoccupied and that we would funnel all of the evacuated employees through a single entrance for the purpose of offering a medical evaluation to any employee that desired to have one. Mr. Jim Wood advised me that there were between 800 and 1000 employees in the building prior to the evacuation. I advise all of those people that were re-entering the building of what had happened and requested that any person that was feeling any ill effects would remain with us for evaluation as a precaution. Two people were evaluated and of those one was released and the other was transported to Providence. At this point L54 and E52 were released from the scene as they were no longer needed. Shortly thereafter we were advised by building security that some people had changed there mind or were starting to feel ill. This amounted to 4 more people requiring evaluation. One of the patients complained of burning eyes and difficulty breathing. These symptoms had not been encountered with any other patients at that point and I did not experience any of those symptoms while occupying the same area with that patient. One patient out of this subsequent group of four was transported to Highline. I added E52 back to the call and requested that they bring air monitoring equipment with them. I requested 2 additional fire units and received L54 and District 20 E24. At this point I established E Marginal command. I had already made contact with the duty chief, Assistant Chief Olivas, and requested that he respond also. L54 officer was given the Medical Group Supervisor position upon their arrival. Tukwila Safety Officer added himself and responded also. E52 completed air monitoring in the building. They reported to me that there were no hazardous readings of any detectable level inside the building. They utilized the Sensidyne Chlorometric Tube Test for Ammonia, H2S and Hydrocarbons. This was conducted 18 times throughout the building with no positive results. They utilized the MicroMax 4 gas monitor continuously with no positive results. They Utilized the Drager Chip Monitoring System for H2S a total of 8 times throughout the building with no positive results. Chief Olivas arrived and allowed me to continue the command function while he served as liason with the Group Health Management. He determined that the building would be evacuated of all non-essential personnel. He also mandated that the building would have to be cleared for re -occupation by a professional industrial hygenist. I also requested a supervisor from American Medical Response to assist with the facilitation of transport for our growing potential number of patients. ESO2 Mel Mclure, from King County Medic One stopped by and upon consultation with him I declared the incident a 20 person MCI with no additional fire units added. Our concern was for the MSO to coordinate with Hospital Control at Harborview. We received word that there were potentially 20 or more people in the building that would require evaluation. Medic 4 was added to perform ALS evaluations of 2 of our patients. MSO1 and MSO2 responded to our location. They coordinated the Triage Treatment and Transport of the remaining patients. A total of 34 patients were evaluated and 13 of them were transported to area hospitals. Upon completion of patient transports all units were released from the scene with the exception of E53 and Ch52. We remained to tie in with the Hygenists. They requested further assistance in monitoring the inside of the building They were concerned with the potential presence of sulfer dioxide. E53 returned in service and Ch52 Stood by until the arrival of E52 with Haz-Mat personnel and monitoring equipment. E52 Officer, Lt. Hansen, reported that there were absolutely no positive readings of any toxic nature in these subsequent sts. At this time the cause of this incident is unknown.
