At 1842 hours on Monday September 29, 2003 we were dispatched to an odor
investigation. One unit were assigned to this incident and B51 added himself. Five
personnel responded.
We arrived on scene at 1848 hours and met with the tenant who was also the RP. The RP,
Frieda Hurelle (DOB 11-19-22, WDL HURELFE782QR)was advising she could smell an
odor that she believed was coming from a building across the parking lot from her hotel
room. After meeting with this RP I could quickly recognize that her story was not making
any sense and I believe the RP is mentally incapacitated. She advised that she believed the
smell was coming in her room, choking her out. Additionally that "they" we purposely
trying to kill her, and come into her room every night and spray the chemical on her pillow
and her head to kill her.
The RP also continues to speak in two different voices. Almost like a second personality.
She is however, alert and orientated. Her living conditions are rather clean. We are still
concerned about her mental ability to care for her self, and whether or not she could
potentially be a danger to herself or others.
We noticed no unusual odor in or around her room. We contacted the hotel manager, and
they also confirm that the RP has been calling complaining of the same for months now,
and will at times call as many at 10 times within a night stating the same.
We did investigate the surrounding buildings and met with those occupants, and they
confirmed no odor complaints.
Capt Grisham is following up with Harborview(Her reported doctor)) to advise them of
their patient's condition. Additionally I contacted Human Services of Tukwila to advise
them we again saw this resident. FF McCone advises he has seen this RP before, and at
shift change, I spoke with LT. Mael who has already contacted human services in the past.
Human services advised him that currently this person is oriented enough and has enough
money that she does not meet the criteria of any assistance from their program.
We eased the fears of the RP and we cleared at 1935 hours. The incident occurred at
14845 Tukwila International Blvd, Tukwila in District 013. The local station is 54. The
general description of this property is hotel/motel, commercial. The primary task(s)
performed at the scene by responding personnel was investigation. No mutual/automatic
aid was given or received.
