Johnson, Jeffrey LT 1 At 1149 hours on Thursday February 26, 2004 we were dispatched to an oil or other combustible liquid spill. Five units were assigned to this incident. Ten personnel responded. We arrived on scene at 1155 hours and cleared at 1430 hours. The incident occurred at 11200 Pacific Hwy S, Tukwila in District 0008. The local station is 53. The general description of this property is highway or divided highway. The primary task(s) performed at the scene by responding personnel were hazardous materials leak control and containment. No mutual/automatic aid was given or received. This semi apparently struck something at about the 12600 Blk of Tukwila International Blvd which punctured his saddle tank and ripped off the transfer line from the other saddle tank. He was flagged down at about 11200 Tukwila International Blvd and called 911. Upon our arrival, we found the drivers' side saddle tank leaking profusely onto the side of the road. We asked the driver if he had turned off his transfer valve, which he stated that he had done. We used the leak containment pool from E53 to begin containing the leak. We then used what pig putty we had to stop the leaks in the tank. We were able to slow them down by about 90%. We verified that no diesel was going into the storm drains and that the fuel on the ground (about 10 gallons or so) was not going any further. We requested B51 to help determine the correct course of action. We then requested E51 with Haz Mat 52 in order to use the air transfer pump to empty the saddle tank which still had approximately 75 gallons of fuel on board. Using this pump we were able to drain the saddle tank fuel into two other trucks' tanks. We used rice hull ash on the residual and a City truck was called to help with sanding. B51 contacted DOE who was able to motivate the reluctant truck company to hire a contractor to finish cleaning the residual mess. All units were then put back into service. For Haz Mat costs -We used one of the small containment pools, 2 bags of rice hull ash, 2 sticks of pig putty, and a 40 gallon drum which we left with the trucking company as it had about 15 gallons of unusable diesel in it. It was explained to them that this was their responsibility to properly dispose of these. Alarm number 0000691 has been assigned to this incident.
