Narrative Text At 1256 hours on Friday June 25, 2004 we were dispatched to an oil or other combustible
liquid spill. Three units were assigned to this incident. Eight personnel responded. We
arrived on scene at 1305 hours and cleared at 1618 hours. The incident occurred at 5300
SR 518 Fwy E, Tukwila in District 004. The local station is 54. The general description of
this property is highway or divided highway. The primary task(s) performed at the scene
by responding personnel was investigation. No mutual/automatic aid was given or
received.
Alarm number 0002040 has been assigned to this incident.
Upon arrival E54 found a tractor trailer semi, jack knifed off the freeway. The trailer was
empty. WSP was on location prior to our arrival. E54 found the saddle tank to be partially
submerged in a run off ditch on the north side of the east bound lanes. The saddle tank did
not appear to be leaking. E54 set up a skimming boom constructed of absorbent pads at the
entrance of a culvert near the accident site. There was a very small amount of oil showing
in the water.
The driver did not sustain any injuries and had self extricated from the cab.
E54 established "518 Command" and called for E51 to bring absorbent booms to the scene
in case of a leak or rupture of the saddle tank. B51 was added to the incident. Upon his
arrival, I advised him of the situation and my action plan. He stood by to provide
assistance and supplied water to the personnel working on scene. E51 was code greened
after delivering the booms.
The removal of the truck was very complicated, it required three heavy tow trucks with
booms and the removal of 30' of guard rail. Two trucks pulled and lifted the truck to the
shoulder of the highway. The saddle tank was not leaking when the truck was placed on
the shoulder of the road. E54 provided rice hull ash for a minor oil leak and cut some
decking and siding from the trailer to assist with the towing operation.
DOT was on scene and agreed to remove and dispose of the booms that were left at the
scene. B51 and E54 returned.
