At 0506 hours on Monday September 13, 2004 we were dispatched to a chemical
spill/leak. Three units were assigned to this incident. Nine personnel responded. We
arrived on scene at 0514 hours and cleared at 1116 hours. The incident occurred at 10700
27 Ave S, Tukwila in District 008. The local station is 53. The general description of this
property is post office or mailing firms. The primary task(s) performed at the scene by
responding personnel was investigation. Other special haz mat actions were also taken. No
mutual/automatic aid was given or received.
Alarm number 0003082 has been assigned to this incident.
Dispatched to the US Postal facility to check out white powder in a mail tote. Upon arrival
we were taken to the area of the tote and found it to be now isolated. Evidence of white
powder on the outside of the tote and on the wheels. Inside there were five boxes of mail,
a portion of a box with white powder all over it and white powder in the bottom of the tote.
Battalion 51, Capt Grisham arrived and he took over the scene. B-51 sent E-53 home at
this time while a postal inspector was enroute and while they were working on trying to
determine the origon of the tote and where the remainder of the box with the white powder
was.
At approximately 0730 B-51 contacted E-53 and stated that HM 51 and E-53 would be
needed at the scene. Had B shift man E-53 early and head back to the scene.
At the scene with E-53, HM 51, B-51 a level B entry was made to make tests of the
material and take samples.
PH test showed 7. Protein test showed positive. Radiation negative. APD 2000 no
response.
Lexiter Guardian Reader used for tests for Anthrax, Bottox, Plague, SEB, Ricin, and
Tulrem all showed negative. The first Bottox did show positive but the test chip did not
have the proper control line on it.
With the completion of these tests and with our Boeing HazMat specialist on location to
review it was declared as a non -hazard. Postal Facility to have the tote cleaned with
bleach and the area mopped with bleach.
All of the Tukwila HazMat team equipment was picked up and the building area returned
to the use of the Postal Facility.
All Tukwila units in service- returning.
