Three units were assigned to this incident. Eight personnel responded. We arrived on scene at 0554 hours and cleared at 0707 hours. The incident occurred at 2700 S 102 St, Tukwila in District 009. The local station is 53. The general description of this property is lake, river, stream. The primary task(s) performed at the scene by responding personnel was investigation. No mutual/automatic aid was given or received. Alarm number 0502457 has been assigned to this incident. E53 dispatched to 9725 E. Marginal Way Boeing Plant to smell of diesel on the Duwamish River. On location at Oxbow Bridge found what smelled like diesel spill and sheen flowing in center of the river. Appeared to be significantly more than a runoff sheen. Requested B51 and investigated upstream to attempt to discover source. B51 arrived and set up Duwamish command. He advised Boeing and they started the process to get the Renton plant boat into the water at the 16th Ave So bridge. B51 requested VC to contact the Coast Guard. B51 dispatched L54 to get Boat 51 and launch at 116th. Eventually E53 determined that there was no main source upstream as the sheen seemed to slowly minimize to nothing about the 10800 block of International Blvd behind System 7/Harris Trucking. B51 was located at the 102 Ave So bridge and noticed the quantity on the surface began to greatly slow down. He had been seeing however, sheen bubbles coming to the surface just north of this bridge. Unknown why they were coming from under the water there. Just south of this bridge is an approximately 12" diameter pipe that sits on the water going diagonal from the shore to the center of the bridge. The sheen collected on the west side or rivers center side of the pipe diverting it to the center of the river. With the dramatic decrease of the diesel sheen and being unable to locate a defmitive source, we cancelled Boeing's boat and L54/Boat 51. It was determined that by now, the quantity on the water was no more than what would be runoff in a good rain, that diesel has good evaporation properties, the incident was terminated. Essentially, it was undetermined what the source was. The tide was going out with a lam high and a 10 am low.
