At 1308 hours on Monday December 5, 2005 we were dispatched to an oil or other
combustible liquid spill. Two units were assigned to this incident. Four personnel
responded. We arrived on scene at 1318 hours and cleared at 1334 hours. The incident
occurred at 13242 40 Ave S, TUKWILA in District 010. The local station is 53. The
general description of this property is water area, other. The primary task(s) performed at
the scene by responding personnel was investigation. No mutual/automatic aid was given
or received.
E53 responded to a reported vehicle dumping oil into the storm drains which lead to a
salmon bearing stream. E53 found that a vacuum truck was draining a holding pond into
the storm drain and had been contracted to drain the pond. No oil could be seen in the
holding pond.
E53 spoke with the RP, who showed E53 Lt samples he had taken of the stream water, one
from upstream and the other from downstream. The downstream sample had some oil
visible in the bottle. E53 personnel investigated the stream and it did indeed appear to
have an oil/water mix flowing in it.
E53 officer spoke with a City Water and Sewer superintendent, John Howat. John stated
that the people pumping out the pond were not doing it correctly. They were to pump the
effluent into a sewer system, not a storm drain. John shut them down and took charge of
this incident. DOE was notified by the RP at time of call and was expected to arrive
within 15-20 minutes. John was aware of this and was going to coordinate with DOE, the
RP, and the situation itself.
E53 officer coordinated with the RP and informed him of the arrangements. Also, he was
told that either John or DOE would contact him and obtain his samples. The RP seemed
satisified with this. E53 was put in service and went to drill at 54.
