Narratives
On arrival E51 found several plastic and glass containers tape on them, containing multiple
unknown substances. Recon with full PPE (SCBA, bunker gear) showed that none of the
containers was leaking.
B51 assumed incident command, contact Washington Department of Ecology and
requested E52 to the scene with overpack materials.
DOE requested that we overpack and transport the materials to station 51 holding area, as
a crew was going to be in the area later in the day and would retrieve it from there.
City employees, Mark Allen and Stan Harris, stated they were trimming brush in the area
and found these containers underneath some sticker bushes that they were cutting.
Wearing leather work gloves, they moved the items to the side of the road and then dialed
9-1-1. They did not observe any leaks, smoke, or steam.
E51 overpacked the containers into two overpack drums, using a total of five bags of
AMERIZORB as packing material. While packing the second container steam/smoke was
detected from one of the containers. There was no leak, but some degradation of the
container. (DOE was advised of this).
Overpack drums were transported to station 51. By telephone later in the day DOE
employee stated that she had picked up the material, identified some of is as an annnonia
generating caustic solid and would take it all to be disposed. She repackaged the items
using her materials, discarding the amerizorb into the dumpster and rinsing out our
overpack drums (which she said were in good shape and could be used again).

There may be other incidents related to discarded meth -lab waste being recovered in the
nearby area.
