Three units were assigned to this incident. Seven personnel responded. We arrived on scene at 0048 hours and cleared at 0625 hours. The incident occurred at 11500 E MARGINAL Way S, Tukwila in District 007. The local station is 53. The general description of this property is lake, river, stream. The primary task(s) performed at the scene by responding personnel were hazardous materials spill control and confinement. Other special haz mat actions were also taken. No mutual/automatic aid was given or received. Alarm number 0600779 has been assigned to this incident. Engine 53 and Battalion 51 dispached to Diesel spill on 11200 blk. E. Marginal Way, said to have occurred 45 min. ago. Arrived to find Metro Crews laying down absorbant powder on spill that appeared to be no more than 1/4 mile in length. Upon further investigation, it was determined that a bus (no longer at scene, towed back to base) ran over a steel plate in the road and had a metal spike puncture the fuel tank. The spike made a whole the size of a fist and the driver pulled over 1/4 mile forward. The contents of the fuel tank was determined to be around 75 gallons based on the driver's route just completed and the capacity of the tank. A good portion of the fuel went in the storm drain directly into the river. Engine 53 focused on the containment of this product going into the river. An underflow dam was constructed inside the pipe on the river bank and no further product was released. E52 brought booms and absorbent pads with the Hazmat tow rig to the scene and the Page: 4 Printed: 03/05/2006 07:17:09 4 • Incident Report 2006-0600779 -000 Tukwila Fire Department Narratives booms were placed in the river. Metro brought two vacuum trucks which were used to clean the catch basins and pull the product behind the underflow dam out. E53 helped flush the storm drains by flowing two tanks of water through them while the vacuum truck sucked at the outlet pipe. Department of Ecology arrived on scene and helped determine the plan of action, oversaw the operation, and turned it over to Metro.
