Three units were assigned to this incident. Seven personnel responded. We arrived on scene at 2153 hours and cleared at 2305 hours. The incident occurred at 11231 E Marginal Way S, Tukwila in District 008. The local station is 53. The general description of this property is warehouse. The primary task(s) performed at the scene by responding personnel was investigation. Other special haz mat actions were also taken. No mutual/automatic aid was given or received. Alarm number 0604198 has been assigned to this incident. E53 arrived to find warehouse/loading dock facility that reported leak of noncombustible halon -type gas. Facility had been reported to be evacuated, but evacuation was not complete. E53 started sizeup, then switched to isolate/deny entry operations. E53 ascertained how many occupants had been exposed to substance, and made sure the persons were not suffering any effects. B51 arrived and took command. B51 determined the exact nature of the hazard - primarily a non-combustible asphyxiant type gas. B51 also contacted CHEMTREC for further info. E53 then investigated the leaking container, with E52 providing standby/RlT. E53 found that the tank was almost empty, with the needle pointing at "empty" and the tank hissing at a very low pitch, velocity, and volume. B51, in consultation with E53, determined that the hazard had been mitigated. B51 instructed the facility manager to contact UPS Hazmat for further mitigation, and released the facility to the manager, with instructions that all occupants were to be warned that if they felt light-headed, they were to vacate the area and call for help. E53 also recontacted the two occupants who had been exposed to the gas, and determined that they had no complaints/symptoms. I concur with the narrative given by the Engine 53 officer. The leak was from the valve of an upright 190# pressurized container located outside of a trucking terminal building, no fire involved. The leaking substance was identified by the shipping papers as Bromotrifiuoromethane, also known as Halon 1301 (a firefighting agent) or a type of Freon (a refrigerant). Handling of the hazards was identified using the DOT ERG and a call to CHEMTREC to confirm it.
