Narrative Text At 1244 hours on Tuesday December 26, 2006 we were dispatched to an oil or other
combustible liquid spill. Three units were assigned to this incident. Seven personnel
responded. We arrived on scene at 1250 hours and cleared at 1504 hours. The incident
occurred at 7100 S 180 St, Tukwila in District 006. The local station is 51. The general
description of this property is street. The primary task(s) performed at the scene by
responding personnel was investigation. No mutual/automatic aid was given or received.
One patient was involved with this incident.
Alarm number 0604841 has been assigned to this incident.
E51 dispatched to 18000 West Valley HY for a reported semi flipped over with driver
trapped inside. The first due station is Station 51.
E51 arrived to find a semi truck and trailer on its side with the driver out of the vehicle
with Tukwila PD on location. The engine was leaking motor oil and there was no visible
hazardous materials placards on the trailer.
E51 investigated to find no signs of fire. E51 made a safe area around the scene. E51 made
contact driver and conduct medical aid. E51 found motor oil leaking from the engine. E51
pulled a precautionary hose line for possible fire suppression. E51 established 180th
Command. 180th Command was assumed by B51 soon there after. Command directed E52
to mitigate the hazardous materials spill and E51 to complete patient care. E51 assisted
E52 with hazardous material spill control and confinement. This consisted of damming the
storm drain with oil absorbent pads and dirt. Then placing oil absorbent pads and along

side the gutter from the storm drain to the vehicle. This distance was approximately 150
feet in length. E51 and E52 used Amerizorb absorbent around the engine area of the
vehicle and down the gutter to assist the oil absorbent pads. E51 remained on scene while
the towing company righted the semi and trailer because of the posibility of the vehicle
diesel tanks rupturing. This was an extended time because the necessary equipment need to
be transported to the scene. Command determined that the storm drain system affected was
within the City of Kent. Command contacted City of Kent Public Works to assist in
evaluation of the spill into the storm drain. Jens Vincent Drainage Maintenance Supervisor
was the City of Kent representative in this regards. He directed Command that there was
two effected storm drains that needed to be cleared by a vactor truck. Command instructed
the responsible party Dave Lichtenfels, owner of Alan Transport LLC. of this. Mr.
Lichtenfels agreed to this and contacted NRC Environmental Services to have this service
accomplished.
The estimated property loss for the semi and container is $26,500. and the contents of the
container, two role of aluminum, is $10,000. The total estimated loss of $36,500.
Command was terminated, E51 remained on location for some additional clean-up. E51
Released scene to Tukwila PD. E51 returned in-service.

Narrative Text B51 responded with E51, 52 for a semi truck roll over accident, E51 had established 180th
Command and deployed a 1-3/4" line for fire suppression if needed. I arrived and
completed a 360 and assumed command, E51 was assigned patient care, E52 was assigned
to control a motor oil spill from the semi truck engine. Due to the heavy rain at this call the
oil had already traveled 150' down the gutter and was entering a storm water catch basin.
E51 advised that the driver had refused treatment and they were reassigned to assist E52
with spill control. Tukwila Police (TPD) was on scene investigating and doing traffic
control. I contacted Tukwila Public Works and Kent Public Works to determine who's
storm system the oil was getting into. Tukwila Public Works also assisted with traffic
control at S. 180th and West Valley HY.
The semi truck was turning from SB West Valley to EB S. 180th Street, when in the
middle of the turn the trucks load shifted and it rolled over on to it's right side. The truck
was carrying a cargo of 2 roll's of aluminum sheeting. The trucks cab sustained heavy
damage as did the container, the trailer appeared not to have been damaged. The trailer
and container struck the curb and damaged approximately 6' to 7' of curb on the South side
of 180th. At the request of TPD I took photo's of the scene for Officer LeCompte
The owner of the trucking company was instructed by me to contact a environmental clean
up company to vactor the storm catch basins and to remove the absorbent pads and
Amerizorb that was left at the scene to pick up the motor oil. The Owner contacted NRC

(Foss Environmental) to conduct the clean up and they were on scene by 1530 hours
starting the process of vactoring the storm system catch basins and removing the
absorbent pads. NRC also installed absorbent devices into the three catch basins that were
vactored to trap any remaining oil.
The above information was passed onto The City of Kent Public Works Department as this
storm water system belongs to the City of Kent. In addition I placed a call to DOE and
advised them that we had a border line spill in regard to quantity, but that it may cause a
sheen on the Green River and if they received any calls then they were aware of this
incident.
After the Semi truck was up righted command was terminated and E51 remained on scene
to help clear the South EB lanes of S. 180th Street and I went in service on location.
