When we arrived we put air packs on and reported to the command post. I talked with Lt. Pat McCoy and ABC Mike McCoy about what we need to do. We came up with the consensus that we need a Zone 3 hazmat response to do an entry to identify the hazardous materials. Lt. Pat McCoy became the Incident Commander, ABC Mike McCoy became the Safety Officer, and A/lt. Matt Hickey became Operations Officer. I established the "Operations Area" on the access road at the southwest side of the transfer facility. This area was in the cold zone and the building was designated the hot zone. I had E-52 take a 2 1/2" line from the hydrant near the command post and extend it to near the small access road that connects the west access road to the transfer facility for the purpose of supplying water for decontamination. Hazmat 76, 11, and 64 arrived. I had a face-to-face meeting with each unit and made the following assignments: 1. Hazmat 76 was assigned as a two person entry team. 2. Hazmat 11 was assigned as a two person back-up team. 3. Hazmat 11 officer was assigned as entry team officer. 4. E-52 driver was assigned as medical officer. 5. Hazmat 64 was assigned as a decontamination. 6. Hazmat 64 officer was assigned as decontamination officer. 7. E-53 was assigned as emergency decontamination. Hazmat 51 arrived and was placed close to the first wye in the access road. Hazmat 51 would be used for all operations and supplies. My tactical plan was to send in an entry team to look into the garbage pit to see if there were any other obvious chemical containers. Identify the chemicals in the suitcase. Turn over the scene to a clean-up company hired by King County. My strategy was as follows: Hazmat technician Toby Popejoy was assigned Identification. I had him set up the entry team with the following identification test equipment: 1. Oxidizer paper. 2. Ph paper. Sampling tools. Toby Popejoy would read the samples with the Ahura Identification machine after the sample jars were decontaminated. I confirming with Capt. Cindy Wemet of HM -80 to ask if the identification plan was good. She stated it was good. Medical took vitals and hydrated the entry, back-up and decontamination team members suiting up in hazmat PPE. Decontamination was set up with two pools and a decontamination solution of laundry soap/water solution and one 1 3/4" hose line for emergency decontamination. Entry would be made, chemicals would be identified, and samples would be taken. The samples would be placed in the Ahura sample bottles, decontaminated, and tested. Back-up team would in place for the entry team. Ensure all radio communications were checked. I reviewed my plan with command and safety. They agreed with the plan. I gathered everyone together and gave my pre -entry briefing. After all members were briefed the entry was made. The entry team entered the hot zone and tested the chemicals. The oxidizer test was nagative, the ph level of the chemical was 14, and the 4 -gas monitor with PID showed no positive readings. The entry team brought back 4 samples to the decontamination area. The sample bottles were decontaminated and then tested with the Ahura machine. Sample 1 did not get any reading on the Ahura machine, but tested positive for nitrates. Sample 2 would not get any reading on the Ahura and tested negative for nitrates. Sample 3 would not get any reading on the Ahura and tested negative for nitrates. Sample 4 tested 47% mixture of sodium nitrate and lithium nitrate, 37% sodium carbonate, and 17% strontium carbonate. The entry team was decontaminated and all members were brought back to medical and post entry vitals were taken. Command, Safety, and Operations decided that the scene would be turned over to Pacific Industrial Resources for cleanup. I advised their representative the name of the chemicals and gave them a list of what we tested for. We returned all units. E-51 and E52 cleaned up HM -51 for one hour. E53 responded from Treck and Andover Park E. E53 arrived after I514 and B51. E53 was originally assigned to do an recon entry. E53 crew donned full PPE with SCBA and investigated. E53 took photos with 1514's camera. Pictures of the product were left with I514. E53 found a typical luggage suit case approximately 36 by 18 by 8 in deep. Inside were visible containers. One had Sodium Carbonate on a label. One had "Lot 2" with some company information on the label. The other there was product all over the inside of the suit case. E53 finished the recon and reported back out to the IC. After a discussion at the command post with E52 officer a zone three hazmat team response was initiated. E53 was then assigned to multiple tasks during the operation After the entry team was out of the hot zone and deconed. E53 was released from the call and sent to cover Station 51. A/Lt James R.
