E52 arrived at 1226 hrs and cleared the scene at 1304 hrs. FM51 arrived at 1241 hrs and cleared the scene at 1339 hrs. The reporting party, Don Malstrom, requested the fire department return to the scene where he stated the majority of the spill was in fact centered on the REI loading dock and therefore he was not responsible for the spill clean-up. An examination of the scene confirmed that the majority of the spilled oil was indeed centered in the construction staging area of Malstrom's property. There was a sheen of oil in the drain vault in this area, there WAS NOT a sheen in the drain vault of the loading dock area. There was a DIFFERENT kind of oil in the drain vault near the site of the vandalized van (See Case #TF07-04454) - an absorbent pad was placed in this vault. Malstrom received a correction notice from FM51 to have the oil cleaned up by the end of the day. E52 then cleared the scene.
