Five units were assigned to this incident. Four personnel responded. We arrived on scene at 1442 hours and cleared at 2026 hours. The incident occurred at 12032 21 Ave SW, NORTH HIGHLINE in District HF0706. The local station is 52. The general description of this property is 1 or 2 family dwelling. The primary task(s) performed at the scene by responding personnel were to identify and analyze hazardous materials. Other special haz mat actions were also taken. Mutual aid was given on this incident. Alarm number 0801325 has been assigned to this incident. Request made from B-18 to Tukwila Fire Dept HazMat personnel for assistance with a hazardous materials spill. Trng 51 and E-52 responded with testing equipment, level B suits and overpak containers. Upon arrival B-18 filled us in on what had taken place and the possible material that had spilled. It is thought that the material is Methyl Ethyl Ketone Peroxide- CASS 3105. Container had been in the garage and was found to be leaking. Has leaked onto concrete and two cardboard boxes have absorbed the liquid. The container and two boxes were moved outside by the occupants. Kitty litter had been sprinkled over the product on the concrete. Occupant had set up fan in the garage to vent the fumes that are somewhat sweet smell with vinegar scent. Had two techs don splash protection and SCBA to gather samples. Obtained two test tubes of sample product. Team found that the container had a small leak at the bottom and was still leaking onto the asphalt outside. Inverted the one gallon jug to stop the leak. Tested the samples and found it to be a PH of 2 and negative on the oxider test strip. Also ran a sample on the Hazmat ID machine and it showed to be a match to MEKP in the 85 percent match range. Spoke with Chris Wlkerson with Wash St DOE. He said that the PH was too high and that there should have been a reaction with the oxidizer strip. We also used a multi strip and it showed the product to be a weak acid and a weak oxidizer. Chris feels that we have a mixed product and is on his way. Will be out in approximately 45 minutes. Also performed flame test and with heating would ignite and them self sustained burning with lots of black smoke. Upon arrival of Chris he is filled in on what has taken place. He tests the product and gets a PH of 2 but a defmite reactiion on the oxidizer test strip. We try a different package of test strips from out kit and with this get a defmite reaction. It is decided that we will overpack the product. Chris needs to store the materials at Station 51 until Tuesday, April 8 and then EPA will pick up the product. Suit up two team members in Level B encapsulating suits. The make entry to pick up the product in the garage with the cat litter. Also fmd three more boxes that are contaminated with product in the garage. All materials placed into three overpack containers. One twenty gallon, one 7 gallon, and one two gallon. Kitty litter is placed into the bottom of each overpak and once filled a gallon of water is poured over the two containers with the cardboard and paper products. Team members are stripped out of their gloves and suits which are place directly into disposal bags. Overpak drums are loaded into DOE vehicle for delivery to Station 51. All equipment is loaded up and E-52 and Tmg 51 return. E-52 met Chris at Station 51 and placed the three overpacks in the fenced area. The suits were placed into the station dumpster.
