McFarland, Loren Page: 3 Printed: 08/21/2008 22:59:35 Incident Report 2008-0803200 -000 Tukwila Fire Department Narratives Author Rank Author Assignment Narrative Text CAPT 1 At 1222 hours on Wednesday August 20, 2008 we were dispatched to a chemical hazard (no spill or leak). Six units were assigned to this incident. Five personnel responded. We arrived on scene at 1230 hours and cleared at 1501 hours. The incident occurred at 22203 East Valley Hwy, KENT in District O/J. The local station is 51. The general description of this property is multifamily dwelling. The primary task(s) performed at the scene by responding personnel were to identify and analyze hazardous materials. Other special haz mat actions were also taken. Mutual aid was given on this incident. Alarm number 0803200 has been assigned to this incident. Kent Police had possible meth lab location under observation. Kent Detective made contact with possible suspects and ended up in possession of a plastic storage box about the size of a 50 quart cooler that had possible meth lab materials in it. Kent Fire was called for and E-71 and B-71 responded. They made initial size up. HazMat 76 was not avialable at this time as it was on another incident. HazMat 51 was dispatched to cover in its place. E-52 responded to station 51 to pick up HazMat 51. Two off duty HazMat Techs, FF Matt Hickey and FF Jeff Nichols, were placed into duty by Chief 52. Upon arrival on location I tied in with BC 71 and found out the layout and what was happening. Decided to make a Level A entry with the two Tukwila Techs to recon the materials outside and then recon inside the motel room. E-71 would be the Decon crew. FF's Codenys and M Brooks from E-52 assisted with suiting up of entry team and were the medical team. I, Capt McFarland was the HazMat team command and Safety Officer. The entry team took in a PID, Drager with acid tubes, and Rad detector. They were to recon the container and report contents. Then they were to recon the room and report contents. Since there were no reported leaks or spills a gross decon was set up by E 71 with a garden hose used for water. In the outside container was found - one gallon Acetone two gallons Zylene 3 bottles drain cleaner 2 bottles HEET one gallon Muratic Acid All products were in the original containers and the containers appeared to be new and unopened. In the room was found a one gallon garden sprayer full of unknown liquid and a one gallon metal gas can with 20 percent capacity of an unknown liquid. Also found were numerous empty ephedrine packages. The pills appeared to have been placed in a plastic container with a liquid to disolve them. Some misc pyrex glass ware. No items in further stages of cooking or processing. The entry team exited to decon and was processed. Entry team was on air at 1337 hours and off air at 1408 hours. Entry team reported what was found and seen and reviewed what had been seen. No spills of leaks were encountered. Checked the room and found it OK to occupy. Kent Detective and I entered the room and found two backpacks that the Detective opened and examined the contents. Mostly personnal belongings. With tools from HazMat 51 the box was opened and the Detective found and zip lock bag with one cup plus of processed Meth. Also stolen credit cards, check books and a couple of pawn shop receipts. A couple of smoking pipes for Meth were found along with several coffee filters that appeared to have Meth residual from processing. E-76 and HazMat 76 arrived and what had taken place and been found was discussed with the 76 team. Washington DOE was called by Capt Krummel. It was decided that DOE would come out and pick up the known and unknown chemicals. No further processing by Fire Department HazMat personnel was necessary. Only requirement was that Kent Police have one officer remain onscene and DOE was enroute. HazMat packed up all our equipment . E-52 and HazMat 51 returned to quarters where suits were cleaned and tested and trailer contents returned to ready status. E-52 out of quarters in service.
