Konieczka, Jason CAPT 1 At 1454 hours on Friday September 12, 2008 we were dispatched to a chemical hazard (no spill or leak). Five units were assigned to this incident. Nine personnel responded. We arrived on scene at 1501 hours and cleared at 1736 hours. The incident occurred at 3455 S 148 St, Tukwila in District 013. The local station is 54. The general description of this property is restaurant or cafeteria. The primary task(s) performed at the scene by responding personnel was investigation. Other special haz mat actions were also taken. No mutual/automatic aid was given or received. Alarm number 0803532 has been assigned to this incident. L54 dispatched to above location for a strange odor coming from next store. Upon arrival, I interviewed the employees at the church and determined the odor was coming from the closed restaurant to the south. They described it not having a distinguishable smell, but they could feel it in the back of their throats and noses. They also stated an Orkin truck was next door at the time of the odor and had since left. I got a hold of the owner of the business through our contact information from Fire Prevention and called to see if Orkin had been out spraying that day. Mohamad Ahmad said they were so I called information to find out from Orkin what had been sprayed. Orkin said they did not spray anything, but were out servicing rodent traps. I had the operator at Orkin confirm with the tech to make sure that is all he was doing and she came back saying he was sure he did not spray anything. Our next step was to investigate around the back of the restaurant where the odor seemed to be coming from, so FF Brooks and FF Lindsey performed a recon to try to locate the source. It was narrowed down to a small attached shed behind the building that was full of miscellaneous cleaning supplies, and looked like what was a homeless person's belongings. There did not appear to be anything suspicious that would indicate a clandestine lab of any sort. FF Brooks and FF Lindsey dug through everything in the room and could only locate what looked like a bag of powdered bleach of some kind. At this point, I realized we would need an overpack drum and some equipment to ID the unknown chemical, so I requested HM51 and E51. B51 also added himself to the call. I also got the business owner to respond and he requested his maintenance supervisor as well. When HM 51 and E51 arrived, FF Brooks and FF Lindsey entered the shed equipped with some basic ID materials including ph paper, PID detector and some Drager tubes. There was nothing out of the ordinary, so they overpacked the bag of powder in an overpack container. After it was overpacked, I tied in with the maintenance supervisor and told him he could thoroughly clean up the area as long as he wore a respirator. I also said he would have to dispose of the overpack container as a hazardous material. He said it appeared somebody had sprayed mace all over the room on the walls as he was familiar with the smell from being in the service. He stated he did not know who did it, but he thought somebody had done it to to discourage the homeless people from squatting there.
