NEED THE MGR TO CONTACT AT E52 B51<16:26:19>,CONTACTED DOE, AWAITING A CALLBACK 0803842 Incident 19:04:54 Sunday, October 5, 2008 TF1121 - Hayman, Ben FFI 1 At 1445 hours on Sunday October 5, 2008 we were dispatched to a hazardous condition. Two units were assigned to this incident. Four personnel responded. We arrived on scene at 1457 hours and cleared at 1723 hours. The incident occurred at 5575 S 152 St, Tukwila in District 003. The local station is 52. The general description of this property is vehicle parking area. The primary task(s) performed at the scene by responding personnel was notification of other agencies. No mutual/automatic aid was given or received. Alarm number 0803842 has been assigned to this incident. E52 responded from St. 51 for drums that were left at 5575 S. 152nd St., the LaVista apartments. E52 arrived and was met by Jeff Brooke the maintenance man, who called this in to 911. He stated that the drums were first seen by Paula Herrera at 2300 hrs on 10/4/08. Brooke stated that he had no idea what is in the drums or how they got to the far south end of the parking lot. Brooke also didn't indicate any health issues or reactions, after being near the drums. Even though E52 had two Haz-Mat technicians assigned to it, E52 approached from uphill and up wind in a defensive mode, while isolating the drums 100 feet in all directions. TPD also cleared the civilians that were in the area. E52 did a recon with the in full PPE and SCBA. E52 found 6, 55 gallon metal drums with one on its side. These drums were black in color with no placards on them. None of the drums were off gassing, making noise, or had any dead animals around it. One drum did have a hazardous waste sticker on it, but no legible writing on the sticker to indicate what was inside. This drum was leaking about a cup of liquid on the ground, E52 righted the drum and the leaking stopped. The area on the ground where the fluid touched, was not discolored, off gassing, or eaten away. It looked like water on the asphalt. During the recon E52 used the Micromax, to test for LEL, HS2, CO, and 02 levels. The Micromax didn't show any changes coming from the sealed drums. E52 also moved one of the drums off a sewer grate, in order to eliminate a potential leak into the water way. E52 then exited the area and informed Fire 3 of what E52 found and requested B51 to respond to our location. E52 did a face to face with B51 and informed him of what was found and actions taken. While B51 contacted DOE, E52 in pull PPE and SCBA's, put down spill pads, blocked the drains, and carefully removed the lids to the drums. Four of the drums were full of what looked like it had a clay / dirt mix in it. Two other drums were filled between 1/4 to 1/2 full of what appeared to be dirty water. E52 then tested the area with a Radiological Page: 4 Printed: 10/05/2008 21:47:42 Incident Report 2008-0803842 -000 Tukwila Fire Department Narratives detector, PH test strips, Chemical classifier strip, and then fmished with the Micromax. E52 found no radiological hits, no hits on acids, oxidizers, fluoride, iodine, bromine, or chlorine in both liquid drums. E52 found a slight indicator of petroleum and or organic solvent, LEL of 3, and CO of 30 in the southern most liquid drum, and a PH of 7 in the liquid drum to the north. E52 sealed the drums back up, made a face to face with B51 and then made contact with the LaVista apartment manager. E52 then was asked by LaVista management to talk to Scott St. John of Clean Harbors Environmental Services. I updated him on what TFD had found and he informed E52 that they would take responsibility and remove the drums, for LaVista. He also stated that they would pick then up by 10/6/08. I informed Maggie Alva the assistant manager, who had called Clean Harbors and updated her on what the environmental company was going to do. I also made sure she knew this was LaVista's responsibility to cleanup and to ensure that Clean Harbors properly disposes of the drums. She understood and was extremely grateful for TFD actions with this incident. E52 updated Fire 3 on actions taken and that a clean up company will be out by 10/6/08, to pick up the isolated drums. After updating B51, no further action was required of E52.
