WAS IN BACK OF SUBURBAN I515<06:16:23>, ETA 5-10 Narrative Name 0902269 Narrative Type Incident Narrative Date 19:19:22 Wednesday, July 1, 2009 Author TF1161 - Woolley, Charles Author Rank FFI Author Assignment 1 Narrative Text At 0604 hours on Wednesday July 1, 2009 we were dispatched to a blasting agent explosion (no fire). Three units were assigned to this incident. Five personnel responded. We arrived on scene at 0608 hours and cleared at 0859 hours. The incident occurred at 4028 S 146 St, Tukwila in District 011. The local station is 54. The general description of this property is alcohol or substance abuse recovery center. The primary task(s) performed at the scene by responding personnel was investigation. No mutual/automatic aid was given or received. Alarm number 0902269 has been assigned to this incident. L54 responded to a vehicle passenger fire at the Pacific Court Apartments, 4028 S 146th St. Upon arrival, L54 found a 1994 Chevrolet suburban parked in the parking strip south of the complex, outside the complex, with the right rear door open, with the keys in the rear door lock and an individual, Randy Noone, with a fire extinguisher near the rear of the suburban. Mr. Noone lives in the apartment near the suburban and heard an "explosion" and ran outside to investigate and then called 911. Mr. Noone met with another resident, Anthony Haugen, and asked him if he knew the owner of the vehicle. Mr Haugen stated he did and went to get the keys for the vehicle. Mr. Noone then opened the door with the keys. Mr. Haugen then stated he was going to go get the owner of the vehicle. Mr. Haugen never returned to the scene. There were several pieces of charred material scattered outside the vehicle, some as far away as 50' and a small amount of smoldering material on the ground approximately 5' from the vehicle. A small glass jar wrapped in an unhown material was found broken on the ground behind the vehicle, along with an unknown metal material and a pair of jeans. It appeared these items had fallen out of the vehicle when the door was opened. The glass of the open door had been previously broken and was taped with black plastic and tape. The black plastic was found scattered near the rear of the vehicle. Also, three small "seal/animal" charges were found inside the rear of the vehicle, during the investigation. L54 asked for a fire investigator and police to the scene for an investigation of the incident. L54 secured the scene and didn't move any items on the ground near the vehicle. L54 assisted I515 and FM51 with the investigation. L54 returned in service. cw.
