Narrative Text At 0755 hours on Tuesday December 29, 2009 we were dispatched to a gasoline or other
flammable liquid spill. Eight units were assigned to this incident. Eleven personnel
responded. We arrived on scene at 0802 hours and cleared at 1054 hours. The incident
occurred at 3806 S 116 St, Tukwila in District 007. The local station is 53. The general
description of this property is lake, river, stream. The primary task(s) performed at the
scene by responding personnel were hazardous materials spill control and confinement. No

Narrative Text At 0755 hours on Tuesday December 29, 2009 we were dispatched to a gasoline or other
flammable liquid spill. Eight units were assigned to this incident. Eleven personnel
responded. We arrived on scene at 0802 hours and cleared at 1054 hours. The incident
occurred at 3806 S 116 St, Tukwila in District 007. The local station is 53. The general
description of this property is lake, river, stream. The primary task(s) performed at the
scene by responding personnel were hazardous materials spill control and confinement. No

mutual/automatic aid was given or received.
Alarm number 0904785 has been assigned to this incident.
E53 E52 dispatched to a possible boat in distress in the Duwamish river. E53 first on
location found a 31' cabin cruiser partially sunk in the river. The boat had been tied up to
the riverbank at 3806 S 116 St. The boat had been moored there for approx two months.
The boat was unoccupied at the time of the sinking. Two people had been living on the
boat which was owned by Terrence Root. The actual property is owned by Tom Root (206
265-2378), brother of Terrence. Terrence had not occupied the boat for the last two days.
The boat is a 1966 31' Fairliner powered by a gasoline engine, registration # WN3420L.
The boat was leaking gasoline into the Duwamish river.The cause of the sinking is unk,
possibly a failed bilge pump. B51 arrived on scene and established command. L54, E51,
Boat 51, Ch52,TRN51, R51 arrived. Boat 51 was deployed and HAZmat booms were
placed around the boat to contain the spill. The US Coast Guard arrived to lend advice and
investigate. The Wa State dept of ecology arrived (Chris Wilkerson 425 457-1964) and
made contact with Terrence. Terrence was given specific instructions on removing the boat
and containing/pumping off the remaining fuel and fluids, he was also given a 24 hour time
frame.Terrence said he was going to wait until low tide at 2100 hrs that night to attempt to
refloat the boat.TFD units left the scene to DOE. E53 made contact with Kathy Stetson of
City of Tukwila code enforcement.
