Narrative Text At 1013 hours on Tuesday August 31, 2010 we were dispatched to a gasoline or other
flammable liquid spill. Four units were assigned to this incident. Seven personnel
responded. We arrived on scene at 1022 hours and cleared at 1158 hours. The incident
occurred at 15400 I-5 Fwy S, TUKWILA in District 004. The local station is 51. The
general description of this property is highway or divided highway. The primary task(s)
performed at the scene by responding personnel were hazardous materials leak control and
containment. No mutual/automatic aid was given or received.
E53 and E52 were dispatched to a diesel spill involving a jack knifed semi at the above
address. En route, B51 was requested. Upon arrival, E52 found a jack-knifed semi on I-5
at 405. Three lanes were blocked. One of the saddle tanks had been completely torn open,
emptying 60+ gallons of diesel fuel onto the freeway. The tank on the passenger side was
intact. It held 100-120 gallons of fuel.
The broken saddle tank was still leaking diesel in a steady stream onto the freeway. E52

personnel were instructed to put a "spill pool" underneath the tank. This contained any
further spill.
As this was going on, E52 officer was locating the driver to determine extent of injury, if
any. The driver was uninjured.
The next concern was to try to soak up/dike any fuel still on the pavement. 20-22 bags of
Amerizorb and a package of absorbant pads were used. DOT supplied a sand truck and
street sweeper to be used when the semi was towed away.
E53 personnel was able to shut off one of the transfer valves. The other was inaccessible
as it was against the jersey barrier. It did not appear to be leaking.
The trailer was found to be empty.
B51 arrived and established I5 command. Our next two items of concern were -move the
vehicle to access the transfer valve on the 100+ gallon tank, and shut off the small, but
persistent stream still flowing from the larger tank.
The semi was moved successfully and the transfer valve was shut off. Nevertheless, a small
leak persisted. E53 and E52 personnel were unable to stop it completely. The
determination was made to put absorbant pads into the damaged saddle tank along with
absorbant materials to absorb and contain any further diesel that leaked from the intact
tank. This was successful.
DOT took charge of the 20-30 gallons of diesel fuel that was contained in the "spill pool".
After the semi was towed away, DOT used their said truck and street sweeper to clean up
the diesel spill.
E53 addressed an apparent diesel spill into the Duwamish that was from our Semi.
Alarm number 1003109 has been assigned to this incident.

Narrative Text E53 responded with E52 to diesel spill secondary to jack-knifed semi on SB I-5 at I-405.
E52 arrived first on location and requested B51. WSP was already on location. Only one
right lane of traffic was open. E53 was directed to place a spill pool under a ripped saddle
tank. We also assisted in placing amerizorb on the spill. E53 was cleared from this call.
While returning to our area, we were requested to obtail some cribbing for the accident.
While en route to station 51, we found a moderate sheen of fuel on the Green River under
I-405, coming out of an outfall from a drainage between Tukwila Pky and 1-405. B51 was
advised and we were diverted from the cribbing detail and went to station 51 to get a boom
to place at this outfall. We returned to the outfall and found no access short of a boat. We
went to the intake of the outfall pipe and placed the boom there, effectively containing the
sheen flow. We look at the river later and could not see a sheen. E53 forwarded this
information as to the location of the boom to Greg Villanueva from Public Works and also
B51, who forwarded it to DOT/DOE. One 10' long, 6" diameter boom was used. KB
