On our arrival my driver blocked traffic and had Tukwila Police stop all traffic in the general area. Me and the third were in full PPE and using a 5 gas air monitor we approached the tank. There was frost on the valve that was condensating. I determined that it was a 24 pound tank of common referigerant. The material name was trifluoroethane. I shut the valve off which was opened very slightly. The leak stopped and I uprighted the tank and placed it on the side walk. We called DOE to see if they would be able to remove the container for us. I told them the container would be at the fire station. We opened up traffic and returned to quarters. DOE picked up the container at 16:00. A A/Capt.
