Narrative Name 1200429 Narrative Type Incident Narrative Date 13:59:10 Monday, February 6, 2012 Author TF1178 - Rees, Richard Author Rank FFI Author Assignment 1 Narrative Text At 1105 hours on Sunday February 5, 2012 we were dispatched to an oil or other combustible liquid spill. Two units were assigned to this incident. Seven personnel responded. We arrived on scene at 1111 hours and cleared at 1118 hours. The incident occurred at 14415 Tukwila Intl Blvd, Tukwila in District 013. The local station is 54. The general description of this property is service station, gas station. The primary task(s) performed at the scene by responding personnel was investigation. No mutual/automatic aid was given or received. Alarm number 1200429 has been assigned to this incident. E52 responded in place of L54, FF Rees was moved from E51 to E52 Officer for the call. Report had been received that 10 to 12 barrels of toxic waste were being dumped in the waste water drain. E52 found employees from Chevron station pressure washing area near dumpster on north west corner of the property. Five 55 gallon barrels were stored adjacent to dumpster. Run off from area did have an oily sheen but was not inconsistent with cleaning a gas station lot. No large quantities of oil or toxins were found and no fumes were noticed. The supervising employee, Mr. Singh, stated he had been approached by a man earlier who accused him of dumping the barrels. He stated he had explained that they were just cleaning around them. Mr Singh removed bungs from all barrels showing me that they Page: 3 Printed: 02/06/2012 16:37:12 Incident Report 2012-1200429 -000 Tukwila Fire Department Narratives were full of an oil/water mix. An inspection of the area found nothing to contradict Mr Singh's explanation. E52 advised Mr Singh that it would be wise to have barrels removed. E52 made contact with DOE duty officer, Buck Smith. Mr. Smith was comfortable with the explanation given by employees and no more action would be required by him. On the following morning (Monday, Feb 6, 2012), FF Rees was contacted by the City of Tukwila Hazardous storage specialist from DCD. An explanation was given of the call. The specialist asked if there was an inspection of the waste catch basin made. There was not. The specialist stated he would conduct an investigation immediately and require the business owner to remove the barrels. Monday afternoon, we received a report from King County Office of Emergency Management stating that they had sent a duty officer to the scene on Sunday also. That officer found a barrel in the dumpster but no evidence of illegal dumping. See attached email and report. The report seems to be. misguided. A site visit by the DO revealed not 8 to 10 55 -gallon drums being dumped but a drum in a dumpster. There were stains from the dumpster area leading to a drain. Could not confirm related to contents of the drum.
