David wanted to talk to the Fire Marshall Don Tomaso but he was out of the office. He told me he was concerned that the public works people were working in a hazardous area without proper PPE, air monitoring, and HAZ WOPPER training. He also wanted to ask Tomaso if there were any manufacturers in the area that use chemicals. He explained that he came out and took a sample of the substance from the ditch to test at an EPA lab. He asked if we could test the Ph of the spill because he thought it may be from a bio diesel manufacturer in the area and there may be sodium hydroxide in the water. E-51 proceeded to the spill location and found that about 400' of the surface water ditch had a light brown foamy substance floating on the surface with an oil sheen. The area smelled of hydrocarbon oils. There are 5 booms placed about 30' apart in the ditch to absorb the oil. We had one firefighter put on a PFD and he lowered a hose on a 4 gas plus PID air monitor into the ditch from a safe area. We watched the operation in a standby mode with a rescue throw bag. The end of the hose also had Ph paper attached. The air monitor had no readings and the Ph paper had no change. We sampled two other places and had no readings or Ph paper changes. Chief Soss arrived on location. I told him what we did and what is going on (above text). He called public works and asked what they were doing about the spill. Pat Broden stated that they just placed the booms in the ditch to soak up the oil. They traced the spill to Minkler Bl. and Andover Pk. E. where storm drain pipe spills into the ditch. This pipe goes as far south to 180th St. I called David Cline and told him of the results of the initial tasts and left him a voice mail. When we returned I tested a small sample in the Hazmat ID. It said it was 99.8% chance it is light mineral oil. David Cline called me and I advised him that I tested the substance in the Hazmat ID and what the results were. He said that he was going to have his sample tested at the lab to for ID purposes. I advised Tomaso of what I found. He had talked with David Cline and was in the process of investigating the source of potential spillers using our business records.
