Five units were assigned to this incident. Eight personnel responded. We arrived on scene at 2119 hours and cleared at 2209 hours. The incident occurred at 1180 Andover Park W, Tukwila in District 005. The local station is 51. The general description of this property is manufacturing, processing. The primary task(s) performed at the scene by responding personnel was investigation. Other special haz mat actions were also taken. Automatic aid was received on this incident. Alarm number 1500740 has been assigned to this incident. Page 3 of 5 Printed: 02/23/2015 07:59:32 Incident Report 2015-1500740 -000 Tukwila Fire Department Narratives B-51 and E-51 responded to the report of a spill of hundreds of gallons of a cleaner inside of the business. B-51 first to arrive. Employee on location who advises that she arrived at work for custodial duties. Upon entering the front door she could smell, strongly, the odor of something. Upon investigation she found a pink cleaner on the floor that was coming from a storage tank with dispensing system for using the cleaner in the business. She felt that there were several hundred gallons of product on the floor. E-51 assigned to recon the situation. E-51 found that the product (6411) was indeed on the floor and spreading around. The product has a health hazard of 1, is a concentrate that is greatly reduced by dilution with water for use, is very slippery on the concrete floors and has a fairly obnoxious odor. Found that the dispensing system had become disconnected from the top of the tank and fell over the side to the floor where upon it siphoned 2o plus gallons of product out onto the floor. E-51 exited the building to tie in with Command. Hazmat 14 arrived and assisted with research on the product. Larry Brighton, 206-255-3933, with Seattle Chocolates arrived. He is familiar with the operations and maintenance of the facility. E-51 and Larry entered and retrieved the MSDS book for the company and took a quick look at the storage tank and spill. It was determined that the floor drain and sump pump had not been reached by the product and therefore the spill was not reaching the City dram system. Exited and discussed some more. E-51 entered again with Larry to recon further into the warehouse area. Found that considerably more product than thougt had flowed through a door and into the warehouse area but no drains had been reached. Determined that actually 50 gallons of the concentrate had been siphoned out of the 175 gallon tank. The dispensing unit is picked up from the floor, with hose attached and placed on top of the tank to stop any further siphoning of product out of the tank. Larry has called ChemStation which supplies the cleaning product and they have reps enroute and state that they are bringing a drum and cleanup equipment. At this time with discussion between B-51, Hazmat 14, E-51 it is determined that fire will not take any further actions but leave the cleanup to the ChemStation people. HazMat 14 did call the NRC because of possibility of product getting into the City drain system although at this time it does not seem that this has happened. NRC case #1108 808 All fire department units on scene return at this time. E-51 to return in 40 minutes when the ChemStation people are to arrive. E-51 did return in 40 minutes and soon after Brad Clemons with ChemStation arrived. Explained to him what happened and he was blaming Seattle Chocolates for the issue due to the water supply being left on to the dispenser and the leakage causing the tank to overflow. Advised Brad once again that the tank did not overflow but the dispensing unit had fell to the floor and siphoned. Had to go inside with Brad and show him what took place and at first he was still on the tank overflow issue. Problem is that the tank is down 12 inches on product and the product on the floor is all concentrate and not diluted with water. Another employee that arrived with Brad is trying to reconnect the dispenser to the top of the tank and not having any luck. Brad is making contact for further help from his employess and the scene is left with Larry and Brad for clean. Larry is anxiious that it be cleaned up by 4AM because the oncoming work crew arrives at this time. E-51 in service- returning.
