E53, B51, B46, HM76, HM14 responded to a possible hazardous substance at the
Continental Mills corporate offices. Upon arrival we were met by a building manager who
stated that an employee had opened an envelope (mail) that contained a letter and a
white/gray powder. The employee stated that the powder made her hands sting and itch.
The employee had placed the powder in the garbage and sealed the garbage bag and placed
the letter in a large envelope. The manager was holding the garbage bag and the envelope
in his hands. B51 had him place both items on the ground and exit the area.
E53 made contact with the original employee. She was no longer in pain or distress and
stated she had washed the powder off and it had stopped hurting. E53 conducted an exam

and documented. E53 crew stood by in the lobby to secure access to the front of the
building where the item were left.
HM76 conducted operations to test the powder and found a 97% likelihood that it was
some sort of sweetener. The items were turned over to Tukwila Police and a Federal Mail
inspector who specialized in "white powder" incidents. Fire units secured and returned.
