CONSENT AGENDA M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. L. C. BOHRER, MABEL J. HARRIS, EDGAR D. BAUCH (COUNCIL PRESIDENT), DORIS E. PHELPS, JOE H. DUFFIE, WENDY A. MORGAN, CHARLES E. SIMPSON. Attorney James Haney, Maxine Anderson (City Clerk), Brad Collins (Planning Director), Don Morrison (City Administrator), Don Pierce (Police Chief), Byron Sneva (Public Works Director), Don Williams (Parks and Recreation Director). Mr. Bill Gorjance, Chairman of the Tukwila Civic Arts Commission, introduced Rick Scott and Dennis Lyons of Tryptych Design. Mr. Scott and Mr. Lyons are the artists who designed and made the tile wall mural for City Hall. The mural is titled "Spawning Salmon." The audience was invited to have refreshments and visit with the artists. The meeting was called back to order. Council President Bauch reported that he received a letter from Joan Hernandez of the Sunwood Condominium Association. She expressed concern about the actions taken by the Council in referring the Windmark Home request back to the Board of Architectural Review. He offered to contact her and explain Council's reasons. Councilman Duffie reported on the proposed well sites. There were two being considered but they did not prove satisfactory. Now, they are considering a site by the Community Center and one at South 180th and Southcenter Parkway. Byron Sneva, Public Works Director, reported on the results of the surplus auction. There were 10 municipalities or Water Districts that participated. The City took 34 pieces of equipment and received $10,161 as their share. It is a very economical way to dispose of surplus equipment. Don Williams, Parks and Recreation Director, announced that the dedication of the Third Phase of Christensen Green Belt Trail and the wooden bridge will be November 26, 1985, at 11:30 a.m. Don Morrison, City Administrator, announced that he has been asked to serve on the Sea -Tac Forum Committee. It will be a group of administrators from the County, Tukwila, Des Moines, Normandy Park and other local agencies meeting every other month. a. Approval of Minutes October 21, 1985. b. An ordinance of the City of Tukwila vacating certain property located within the City dedicated for street purposes generally described as So. 151st Street, east of 52nd Ave. South, and amending the official street map of the City. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. Council Member Morgan asked to have Item (c) removed. Councilman Bohrer asked to have Item (d) removed. *MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE BID FOR RECONSTRUCTION OF SANITARY SEWER LIFT STATION #2 BE AWARDED TO THE LOW BIDDER, GEORGE SOLLITT CORPORATION, IN THE AMOUNT OF $457,539. MOTION CARRIED. Mayor Van Dusen announced that the Public Hearing is being held on possible uses for $18,362 of unappropirated Revenue Sharing Funds and $90,060 of Revenue Sharing Funds expected by the City during its 1986 Fiscal Year. He declared the Public Hearing open. After requesting comments from the audience and receiving no suggestions, he closed the Public Hearing. Attorney Haney read, by title only, an Ordinance of the City of Tukwila, Washington, approving a Planned Residential Development for certain property commonly referred to as the Group 5 Apartments PRD, City File No. 85 -29 -PRD, subject to certain conditions, adopting findings of fact and conclusions, directing the City Planning Director to make changes in the City's official zoning map, and establishing an effective date. MOVED BY BAUCH, SECONDED BY HARRIS, THAT ORDINANCE NO. 1369 BE ADOPTED AS READ. MOTION CARRIED. MOVED 3Y 3AUCH, SECONDED BY SIMPSON, THAT THE ORDINANCE SJ AP,Y BE ADOPTED. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE FORMAL MOTION BE READ IN ITS ENTIRETY. MOTION CARRIED. Attorney Haney read the Formal Motion in its entirety. MOVED BY PHELPS, SECONDED BY HARRIS, THAT FORMAL MOTION NO. 1285 BE ADOPTED AS READ. MOTION CARRIED. 5 Attorney Haney read, by title only, an ordinance of the City of Tukwila, Washington, amending Title 9 of the Tukwila Municipal Code to revise and renumber the provisions therein and directing the City Clerk to maintain on file a copy of State statutes adopted by reference.
