Mayor Van Dusen called the Regular Meeting of the Tukwila City
Council to order and led the audience in the Pledge of Allegiance.

MOVED BY BAUCH, SECONDED BY PHELPS, THAT COUNCIL MEMBERS
BOHRER AND HARRIS BE EXCUSED FROM THE MEETING. MOTION CARRIED.
Mayor Van Dusen referred to a letter he had received from
A. J. Culver. The letter concerned Volume I, Summary and
Executive Director's recommendations for the Plan for Secondary
Treatment Facilities and Combined Sewer Overflow Control. He
suggested it be placed in a Council committee.
MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE LETTER ON METRO
SECONDARY TREATMENT FACILITIES AND COMBINED SEWER OVERFLOWS
BE PLACED IN THE UTILITIES COMMITTEE. MOTION CARRIED.
Mayor Van Dusen acknowledged a Citation presented to the employees
of the City of Tukwila for helping the people of our community
by significantly increasing contributions to United Way of King
County.
This year we had 63 employees (an increase of 66% over last
year) contributing $4,278 (an increase of 83

THE APPOINTMENT OF KATHLEEN C. ROBERTS TO POSITION #1 ON THE
CIVIC ARTS COMMISSION. MOTION CARRIED.
Mayor Van Dusen noted that he had received a letter from
Cheryl Wheeler in which she resigned from her position on the
Board of Adjustment.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL CONCUR
WITH THE APPOINTMENT OF CURTIS NESHEIM TO POSITION #4 ON THE
BOARD OF ADJUSTMENT FOR THE UNEXPIRED TERM AND FOR A COMPLETE
FOUR YEAR TERM. MOTION CARRIED.
Mayor Van Dusen introduced Bill Griffin, Tukwila's newest
police officer. He issued the oath of office to Officer
Griffin and Don Pierce, Police Chief, presented the official
badge.
Byron Sneva, Public Works Director, reported that bids will
be opened on the first three portions of the Metro ETS Project
in January and February. The Notice to Proceed will begin
in March and April. This means that a lot of work will be
accomplished by a lot of contractors in a short period of time.
There will be a lot of activity on Interurban Avenue.

of Tukwila, Washington, amending the official zoning map of the
City adopted by Ordinance No. 1247 by establishing a zoning
classification on certain property recently annexed to the City
and commonly known as the 51st Avenue South between South 164th
and South 166th Annexation.

Council of the City of Tukwila, Washington, accepting the
turnover of a storm sewer manhole and appurtenances constructed
by Solly Development Company on the east side of 52nd Avenue
South.

Council President Bauch said the City has no business and no
need to raise the Real Estate Taxes of the City by 6 The
inflation for last year was not 6 Just because the State
Legislature says the maximum you can raise it is 6 it has
automatically been raised whether you need it or not. The
quickest way to reduce the actual taxes of the people in the
City is in the Real Estate Taxes. We have 2¢ capacity on the
Sales Tax we are not using and by it we could spread the cost
of providing services to those people who come into our town
to shop and that is where it ought to be provided. We do not have
a need.
Council Member Morgan asked to have comparative data that shows
the Real Estate Taxes for the past few years.

AMENDED TO MOVE THIS ITEM FORWARD TO THE NEXT REGULAR COUNCIL
MEETING. MOTION CARRIED.
Council Member Phelps said she would like to have information
on what effect it would have, if they reduced the tax, on the
calculation sheet for the 106% Limitation.

BE READ BY TITLE ONLY. MOTION CARRIED.
Attorney Haney read, by title only, a resolution of the City Council
of the City of Tukwila, Washington, approving an Interlocal
Agreement establishing a Valley Cities Affirmative Action
Coalition and authorizing the Mayor to sign such agreement on
behalf of the City.
MOVED BY SIMPSON, SECONDED BY BAUCH, THAT RESOLUTION #985 BE
ADOPTED AS READ.
Mayor Van Dusen said there is $2,500 in this year's budget and
the same amount is proposed for 1986. The agreement covers
Auburn, Renton, Kent, Puyallup and Tukwila. They propose to
hire a part -time person and Renton has offered to do the
accounting functions. The first activity they are proposing
is a workshop for the community to acquaint them with employment
opportunities in the south end.
Second, would be joint advertising and joint sharing of the
register of qualified minorities.
Council Member Phelps asked to have the Board or the City Attorney
look into the insurance clause.

SESSION. MOTION CARRIED.
Council held an Executive Session to discuss the purchase of
property for park use. Session to last about 10 minutes.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT MARILYN STOKNES, NEWLY
ELECTED COUNCIL MEMBER, BE INVITED TO ATTEND THE EXECUTIVE SESSION.
MOTION CARRIED, WITH MORGAN VOTING NO.

EXECUTIVE SESSION. MOTION CARRIED.

on July 15, 1985 and Ordinance No. 1364, passed by the City
Council on October 7, 1985, to appropriate unanticipated revenues
in the Land Acquisition, Building and Development Fund for
future park development land and establishing an effective date.
MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE ORDINANCE BE AMENDED
BY INSERTING $57,000 AS THE AMOUNT OF APPROPRIATIONS. MOTION
CARRIED.
MOVED BY BAUCH, SECONDED BY PHELPS, BY FORMAL MOTION 15 -85,
THE MAYOR IS AUTHORIZED TO PURCHASE THE CROISSANT PROPERTY FOR
$55,900. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY DUFFIE, BY FORMAL MOTION 16 -85,
THE MAYOR IS AUTHORIZED TO ENTER INTO A 30 -YEAR LEASE AGREEMENT
WITH SOUTH CENTRAL SCHOOL DISTRICT REGARDING THE SUBJECT PROPERTY.
MOTION CARRIED.
Sharon Bernhardt, 3418 South 126th, asked what the status of the
proposed annexation at 42nd Avenue South and South 133rd is at
this time, what the proposed use is and what the zoning is going
to be. She asked to be notified when it comes back on the
Council agenda. Mayor Van Dusen assured her she would be
notified.

TEN MINUTES AND COME BACK AS THE COMMITTEE OF THE WHOLE. MOTION
