CALL TO ORDER COUNCIL MEMBERS PRESENT REVENUE Sales Tax Gambling Review Detail of Revenue Estimates EXPENDITURE SUMMARY City Council, p.14 -18 Increase in Employee Salaries Salary Labor Negotiations TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE M I N U T E S Tukwila City Hall Council Chambers Council President Bauch called the meeting back to order as a Committee of the Whole to start the 1986 Budget review. EDGAR D. BAUCH, Council President, DORIS E. PHELPS, JOE H. DUFFIE, WENDY A. MORGAN, CHARLES E. SIMPSON. Alan Doerschel explained that the sales tax has been increased 12% over the 1985 budget. This was based on the '85 collection periods. The increase in sales tax is shown as one of the principal sources of revenue for the proposal to purchase two fire trucks. Gambling revenue has increased because the fee has been raised to play cards. As long as the same number play, the City should double their money. Council reviewed the proposed revenue estimates item by item. Total Current Fund $6,630,205. Council President Bauch asked for a report on percentage of sales tax and the fund it is going into for 1986 and include the past three years. Alan Doerschel noted that the highest percent of the extra sales tax goes to the Street Fund. It gets 1.6 million in 1986 and the rest of the money goes to the 301 fund. The Transportation Committee added $235,000 to the Street Fund for the SR181 Project and Customer Contributions. They are offset by expenditures. There has been additional sales tax added to the Fire Equipment Cumulative Reserve Fund for two fire trucks. Unemployment Compensation may be under funded. The City is self insured. When someone is laid off, the City pays the Unemployment. Total Revenues $22,886,175 Alan Doerschel explained that all employees have been given a 4% salary increase in the budget. Noted that the Legislative Coordinator Position is in the regular Salary Schedule and increases are automatic through the step plan. Council Member Morgan suggested Council take a very close look at whether they are making the best use of resources in having an extra labor clerical person or whether the needs are growing to the point that a different combination is required. Currently the position is shared by the Civil Service Commission. She is hoping that one of their greatest priorities next year will be not only governmental issues but also looking at alternative means of receiving information for Council meetings to enable them to make wise decisions. Alternative means of handling Labor Negotiations were discussed. Council President Bauch said Council does have a voice in whether they are going to authorize the Admini- stration to negotiate contracts or whether to use outside help. Approval MOVED BY PHELPS, SECONDED BY SIMPSON, THAT COUNCIL CAST CONSENSUS APPROVAL OF THE COUNCIL BUDGET. MOTION CARRIED. Budget Review will continue next Monday. Councilman Duffie asked to have a report on the cost overrun on the South 140th and 55th Ave. So. Street Project. ADJOURNMENT 10:05 P.M.
