HISTORY: On 1-9-96, our department received a call from the Department
of.Ecology. They stated they had just received an anoriomys caller
stating there was a one cup container of mercury along side the pathway
at the 4400 block,ofS. 152nd street. My crew and I searched all over
in that area and could not find any sign of mercury. That incident is
recorded in my•report for incident # 96-00101. We ended that incident
with nothing found.
Today we were dispatched to Mercury on the ground in front of the
dispatched address. We found -little beads of mercury on the road (S.
152nd), the walkway alongside the road and in the dirt and grass next
to the pavement. There was no container of any kind. The resident at
the dispatched address and several others who passed by during the
incident, stated the mercury had been on the ground for at least 4 days
and some reported it as being there for over a week.
ARRIVAL: Upon arrival we -found an unspecified quantity of liquid
mercury spread over an area of aproximately 15' X 30'. It was on the
ground mostly on the sidewalk and partialy in the road and in the dirt
next to the sidewalk. The owner occupant of the house at 4014, who was
also the RP, met us in front of the house and -reported that he called
911 and that the mercury had been there for some time, at least 4 days.
He also reported that 2 children had been playing in it earlier that
day. The RP also told us that he had a day care in his home.
When asked if he knew where the product came from, he stated he had no
idea. He stated there was a broken cup, like• -a coffee cup, and that he
had picked that up and threw it away. He also stated he tried to vacuum
it up with his shop vac, but the product was too heavy for the vacuum
to pick up.
CALL FOR ASSISTANCE: The time of, call was 2146 hour. Due to the
lateness of the hour it was diffucult to get anyone to assist us that
night, so we decided to isolate the area and deny access and call for
assistance from the appropriate agencies.
Our first call was to PD for traffic control. We had blocked off 152nd
around the spill.
We then called Department of Ecology (DOE), informing the phone
answerer, of the spill.
Also that night we called the Washington State Poison Control hotline
and the King County Department of Health. I notified .the Duty Chief,
who was Chief Alderson, and our department Safety Officer, Captain Ted
Fehr.
HAZARDOUS MATERIALS ACTION PLAN: After consulting with DOE, it was
decided to cover the spill area with plastic visqueen for the night.
Also to keep the•area blocked off. We had the street department set up
cones and signs signifying the road was closed except to local traffic.
I spoke to the owner of the residence at the spill sight and'informed
him of our plan.
The next morning, January 17, I recieved a call from DOE stating they
would be at the sight aproximatley 0900 along with. Olympus
Environmental. I also called Gary Gordon, Chemist for the Boeing
Company. He•stated he would be at the sight at aproximately 1200 hour:
DOE and Olympus and Boeing could not locate a "Mercury Vacuum"
anywhere. Mr. Gordon had several chemical possibilities that might work
to pick it up. None of

them worked: Mr. Gordon and I went to Thorndyk.e elementary with his.
mercury detector and did air samples at all the entry points to the
school. We found no readings inside the school. We also did.'air
sampling inside the day care at the spill sight and again got no
readings.
The call then went out from DOE to the Envirinmental Protection Agency"
(EPA). DOE.was asking for assistance in how to pick this product up.
'EPA arrived later that afternoon and plans began to be made to have a
"mercury vac" flown up from California. It was then discussed that a
suction unit like those used on the
Fire Department apparatus might work. One was brought to our location.
I -t was used by two men from the environmental company that EPA had
secured to do the clean up. They were in Level C protective clothing,
using respirators with mercury cartriges.
While one of the crew was vacuuming up the mercury with our little
suction pump, the other one went to Eagle Hardware and bought a.
"Geanie" shop vac. It was put into action and worked well enough to get
the mercury off the ground and into the hose. You then had to lift the
hose to get the mercury down into the tank. The process then went very
quickly and cleaned the pavement and dirt of all visable mercury.
After all visable mercury was picked up, the crew took air, samples •
around the area and got 0 readings. All materials that were used in and
around the mercury,
including the suction unit and the new shop vac, were put in
containment drums for proper shipment and disposal.
I made contact with the homeowner again, informing him that we had
removed the mercury and that the area was safe again.
