Original dispatch was E-52 and HM -52. Upon hearing that I added L-54,
and A-54 was in the areaand added themselves also: Chief 51 added
himself. The original address was Interurban and 1-5. As Ch. 51 was
responding he came upon the spill at Interurban and 1-405. L-54
arrived shortly after Ch. 51, with E-52 and HM -52 right behind us.
As we'arrived, we found a large, aprox. 6' X 6', transformer on the on
ramp to S/B 1-405. It had fallen off of a flatbed trailer being hauled
by "Nelson Trucking Company". The driver was not totally sure why the
transformer fell off. He did strap it before leaving NC Machinery,
where he had just picked it up from. The WSP trooper, on location
suggested to me that the strap had failed. Looking at the straps, they
were frayed on the ends and looked as thoughthey could have been the
cause.,
The transformer was sitting on the street with liquid spilling, at a
considerable rate, a clear liquid, that looked like the standard
mineral oil that isused in transformers. The liquid was running down
the street right towards two storm drains that drained to two other
drains, and eventually led to the river. I directed my crew to go
immediatly to the drains and build a dike around them to prevent the.
product from entering them. Some product had already entered them, but
the quick action of my crew with help from E -52s crew prevented
hundreds of gallons of this mineral oil from entering the drain. The
total capacity of the transformer was 400 gallons.
DOE was notified and given a report from Chief Keefe, via cell phone.,
DOE chose not to respond. WSP notified DOT and they responded with a
sand truck and a sweeper. The vice-president of Nelson Trucking was on
the scene, and: assisted as much as possible. He called for manpower
from his company, and also brought additional resources to contain and
control the spill.
.No product entered the river. It was all contained at the street level
and a small amount had gone into the drain. A vacuum truck was
dispached to the scene and sucked up all the liquid that we had diked
and puddles around -the spill. He also vacuumed out the storm drains.
We used alot of absorbent materials and other equipment. It was all
kept track of and a bili was generated to Nelson Trucking for them. We
terminated the incident by tying off with the state trooper on the
scene and the vice-president of the trucking company. Since it was on ,
state property, it falls in their hands to declare it "clean".
